Law and Order: Night manager at Flying J accused of stealing

By Howard B. Owens

Denise Kay Kumpf, 46, of Roberts Road, Alabama, is charged with grand larceny 4th degree. Kumpf, who was a night manager at Flying J Travel Center, is accused of loading $1,000 onto a NetSpend prepaid card without placing money for it in the cash register.

Joseph D. Summers Jr., 27, of 103 West Main Street, B-3 A-6, Le Roy, is charged with endangering the welfare of a child. Summers was charged after children ages 2 and 3 were found wandering unattended, away from their residence, on Sept. 16.  Police allege this is the third time this year in which children under the care of Summers were found wandering unattended.

Kasiem Marquis Burks, 18, of Trina Circle, Syracuse, is charged with trespass. Burks is accused of being on College Village property after being banned from the property.

Daisha Monet Spence, 18, of Batavia Stafford Townline Road, Batavia, is charged with petit larceny. Also charged, Naja Frances Adams, 18, of Batavia Stafford Townline Road, Batavia, and Shantina Marie Brewer, 19, of Batavia Stafford Townline Road, Batavia. Spence, Adams and Brewer are accused of shoplifting at Walmart. Allegedly the trio grabbed $441.73 in merchandise and fled the store. Their vehicle was later located by deputies Joseph Graff and Chad Minuto.

Just for the record it was the second time. The police need to worry more about the drug dealers in that complex. At least they are working parents and not on welfare.

So...Working parents don't need to keep watchful eyes on their toddlers? Children whose parents are not on welfare have the ability to babysit themselves? If there are so many drug dealers in the same complex... Wouldn't that be all the more reason to keep your children from wondering around unsupervised?

I'm sorry but regardless wether it's the first second or third time it's not okay. Just because it was a mistake does not justify it

I was not saying it was right but these parents are great parents and would do anything for their children. When it happens to you, you will be more understanding. Don't think that they are not upset over this, they are. They are moving out of that complex to a house for their family to get out of that scene presently.

Good parents take precautionary measures to make sure their children are safe. Locked doors, childproof locks, cleaning up unsafe things around the house, etc. I just hope that when they do actually move, they make better decisions and actually watch their children. Especially if they are both home at the same time. A child that age, much less two of them, should never be left unattended.

They had locks on their doors , child proof door knobs that the oldest hits and breaks off and they do make sure their children are safe. You should not be judging people if you do not know them. Walk 10 miles in their moccasins before you judge. They did everything CPS told them to do the first time. For instance a guy just told me he watched a car full of teenagers with a puppy in it ahead of him. The puppy jumped out the window and tumbled, he blocked 3 lanes of traffic so no one would hit the puppy. The puppy has a broken back leg, will they be charged with animal cruelity. The point is it takes 1 sec and something can happen whether it be good or bad. I am done now.

Dogs are supposed to be restrained in vehicles at all times.. Follow the law. If that child has time to hit and break a lock, they aren't being supervised properly.

The mother of the unsupervised children messaged me on Facebook looking for more trouble!! Humorous to say the least.

Ok Jill you are enabling this couple to keep doing what they are doing, it's defined as neglect, plain and simple. Its obviously happened more than once and all the excuses in the world dont make up for the fact that these children aren't supervised enough.

If it was just 1 sec of in-attention or any of the other excuses you gave, then why aren't toddlers running around all over the place? As for the drug dealers, well it's unfortunate but what effect does that have on supervising children? The dog story is sad too but we are talking about children. I have supervised children and grandchildren as well, even when sick and I dont let them get out of the house to wander around and be brought back by police.

Jessica....how laughable is that, I wonder who is watching the children while she engages you on Facebook? It must be much more important to be on facebook engaging you than say maybe watching the children. It seems to me this might just be part of the problem as well.

I feel sorry for the parents to have to go through this. It is a strain on their lives to have this happen to them, but then to have this many comments made about them is even worse. I understand this type of incident is apparently newsworthy, but it doesn't give any one the right to talk negatively about them. They need the love and support of their family and friends to see them through this, and hopefully their move will be a step in a positive direction. I wish them well while they are struggling with this issue.
