Jennifer M. Moore, 35, of River Street, Batavia, is charged with: two counts of criminal sale of a controlled substance in the third degree, a Class B felony; and two counts of criminal possession of a controlled substance in the third degree, a Class B felony. It is alleged that Moore sold crack cocaine to an agent of the Genesee County Local Drug Task Force on two separate occasions. Moore, who had an active arrest warrant, was located sitting in a vehicle that was parked in a parking lot on Park Road in the Town of Batavia, where she was taken into custody. She was also allegedly in possession of crack cocaine at the time of her arrest. Moore was arraigned in Genesee County Court and released under the supervision of Genesee Justice. The task force is comprised of law enforcement officers from the Genesee County Sheriff's Office, the Batavia Police Department, and the Village of Le Roy Police Department. The task force was assisted by deputies and the District Attorney's Office.

James O. Weathers, 47, of Teralta Street, Rochester, and Ayeola N. Williams, 46, of East Path Rise, West Henrietta, were arrested on Oct. 31 on Route 33 in the Town of Stafford. At 12:38 a.m., Genesee County Sheriff's Deputy David Moore was on patrol in a marked Sheriff's vehicle and stopped their vehicle after observing a traffic violation. Williams was the driver and was put through field sobriety tests, which she allegedly failed. Further investigation and a vehicle search allegedly found marijuana and a loaded firearm. She is charged with: criminal possession of a weapon in the second degree -- a loaded firearm, which is a Class C felony; driving while ability impaired by alcohol, a violation; speeding -- over 55 mph, a violation; and operating a motor vehicle while having an open container of an alcoholic beverage in the vehicle. Her passenger, Weathers, is charged with unlawful possession of marijuana in the second degree and criminal possession of a weapon in the second degree, too. The District Attorney was consulted for bail recommendations and the defendants were arraigned by Town of Alabama Judge Pamela Thurber via Skype due to COVID-19 protocols. Both were then put in jail with Williams bail set at $1,000 cash or bond; Weathers' bail was set at $15,000 cash or $30,000 bond. The case was investigated by Genesee County Sheriff's Deputy David Moore, assisted by Deputy Nicholas Chamoun.

Charlene Rae Cook, 31, of Liberty Street, Batavia, is charged with second-degree harassment, resisting arrest and second-degree criminal contempt. Cook was arrested after a domestic incident at 1:10 p.m. Oct. 25 on Liberty Street for allegedly violating an order of protection. She was arraigned in Batavia City Court and put in jail on $5,000 cash bail, $10,000 bond, or $20,000 partially secured bond. She was due to return to city court on Oct. 28. The case was handled by Batavia Police Officer Felicia DeGroot, assisted by Officer Nicole McGinnis.

Kevin Maurice McCoy, 54, of East Main Street, Batavia, is charged with second-degree criminal contempt and failure to appear in court as ordered. At 7:54 p.m. on Oct. 31, McCoy was arrested after allegedly violating a stay away order of protection by being in the presence of the protected party on East Main Street. There was also an arrest warrant for him out of Batavia City Court. McCoy was arraigned in Batavia City Court and put in jail, with bail set at $1,500 cash, $3,000 bond or $6,000 partially secured bond. The case was handled by Batavia Police Officer John Gombos, assisted by Officer Samuel Freeman.

Brandon C. Dodd, 33, of Highland Park, Batavia, is charged with fourth-degree grand larceny -- theft of a motor vehicle; and unauthorized use of a motor vehicle. At about 1 a.m. on Nov. 1, Dodd was arrested after the theft of a motor vehicle at a residence on Highland Park. He was arraigned in Batavia City Court via Skype and is due there on Nov. 10. The case was handled by Batavia Police Officer Joshua Girvin, assisted by Officer Nicole McGinnis.

Mathew Ray Albaugh, 35, of Townline Road, Bergen, is charged with driving while intoxicated and speeding -- exceeding 55 mph. At 1:42 a.m. on Nov. 1, Albaugh was arrested on Townline Road in Bergen after a traffic stop for speeding. It is alleged he was driving over 55 mph while having a BAC of .08 or more. He was released on an appearance ticket to be in Bergen Town Court on Nov. 11. The case was handled by Genesee County Sheriff's Deputy David Moore.

Kristen Elizabeth Sekuterski, 34, of Orleans Avenue, Batavia, is charged with operating a motor vehicle while impaired by drugs -- first offense; and criminal possession of a controlled substance in the seventh degree. Following a "check-the-welfare complaint" at 10:04 a.m. Oct. 30 on Alleghany Road in the Town of Pembroke, Sekuterski was arrested. She was released on an appearance ticket and is due in Pembroke Town Court on Nov. 19. The case was handled by Genesee County Sheriff's Deputy Kevin Forsyth, assisted by Deputy Ryan DeLong.

Justin D. McQuillen, 32, of Freeman Road, Byron, is charged with: driving while intoxicated -- with a BAC of .08 percent or more; DWI -- common law; and speeding. McQuillen was arrested Oct. 31 on Oak Street after allegedly being observed speeding at 8:52 p.m. He was released on appearance tickets and is due in Batavia City Court on Feb. 3. The case was handled by Batavia Police Officer Sean Wilson, assisted by Officer Mitchell Cowen.

Benjamin G. Evans IV, 32, of Federal Drive, Batavia, is charged with second-degree criminal contempt. He was arrested Oct. 30 after allegedly not following court mandate on Oct. 19. Evans was issued an appearance ticket to be in Batavia City Court on Nov. 10. The case was handled by Genesee County Sheriff's Deputy  Jacob Gauthier, assisted by Kenneth Quackenbush.

Tricia Marie Ruth Martinez, 27, of Lake Street, Le Roy, is charged with petit larceny. She was arrested after allegedly agreeing to purchase a Halloween costume from the victim and then taking the costume without paying for it at 5 p.m. Oct. 30 on Colby Road in Darien. Martinez was issued a ticket to appear in Darien Town Court on Dec. 1. The case was handled by Genesee County Sheriff's Deputy Jacob Gauthier.

Walter Tomlin Snell, 32, of Byron Holley Road, Byron, is charged with failure to appear. He was arrested Oct. 26 when located by Genesee County Probation after allegedly failing to appear in court as scheduled. He was arraigned in Batavia City Court and released on his own recognizance. He is due back in city court Nov. 18. The case was handled by Batavia Police Officer Felicia DeGroot.

A car and motorcycle accident is reported in the area of 9732 Roanoke Road, Stafford.

No word on injuries.

UPDATE 2:42 p.m.: A chief on scene reports three motorcycles in the road, none of them down, a rider is down. A dispatcher informs a deputy that the patient is conscious and alert.

WASHINGTON, D.C. -- The Trump Administration today (Oct. 27) announced that the United States Department of Agriculture (USDA) is investing $891 million to modernize rural drinking water and wastewater infrastructure in 43 states.

In Genesee County, three towns will benefit: Byron, Pavilion and Stafford. Collectively, the USDA has authorized a total of $7,470,000 in loans and $6,064,000 in grants for water projects that will benefit about 3,280 residents in those three communities.

“Upgrading water infrastructure provides a path to economic growth and protects the health and safety of people who live and work in rural areas,” USDA Deputy Under Secretary for Rural Development Bette Brand said, “...because we know that when rural America thrives, all of America thrives.”

Nationwide, 220 projects will help improve rural water infrastructure for 787,000 residents. The projects are being funded through the Water and Wastewater Loan and Grant Program.

Background

The Water and Waste Disposal Loan and Grant Program provides funding for clean and reliable drinking water systems, sanitary sewage disposal, sanitary solid waste disposal, and storm water drainage to households and businesses in eligible rural areas with populations of 10,000 or less.

In Genesee County

• Byron -- $5,550,000 loan / grant $4,425,000

This Rural Development investment will be used to create Water Improvement Area #1 in the Town of Byron. This project will extend public water service to users in the town that currently do not have safe potable water. Water quality testing indicates a significant portion of residents' individual weels have coliform and E. coli contamination, which the health department indicates does not meet standards and are a threat to the health of residents. Approximately 600 people will benefit from this project. There are no other funding sources.

• Pavilion -- $567,000 loan

This Rural Development investment will be used to build a 300,000-gallon water storage tank and more than one mile of supply pipeline. The new water storage tank and pipeline will serve 2,495 people in the Town of Pavilion. Currently, due to the present water tank's deteriorated condition, the town has significant water quality concerns. The current tank is located in a lower elevation so that the town does not have sufficient water pressure to fight fires in all areas. The new water tank will be located at a much higher elevation 1,280 feet and will supply plenty of water pressure and good quality water.

• Stafford -- $1,353,000 loan / $1,639,000 grant

This Rural Development investment will be used to create Water District #12 in the Town of Stafford. This project will extend public water service to 185 residents in the town that currenrtly do not have safe potable water. Water quality testing indicates a significant portion of residents' individual sell have coliform and E. coli contamination, which health department indicates do not meet standards and are a threat to the health of residents.

This struck me as a picturesque view off of Transit Road in Stafford as I drove through the area this afternoon.

Jon Hoyt Bush, 37, of Walnut Street, Batavia, is charged with third-degree assault and endangering the welfare of a child. On Oct. 16 Batavia Police Officer Peter Post responded to a residence on Oak Street in Batavia and arrested Bush following a domestic incident. It is alleged that earlier that day at 5:38 a.m., Bush struck a person in the face multiple times causing injury while in the presence of a child. Bush as arraigned in Batavia City Court at 3:15 p.m. and put in jail on a parole warrant. He is due to return to city court on Nov. 18.

Christopher Connor Good, 19, of Cohocton Road, Corfu, is charged with first-degree burglary. On Oct. 20, Good was arrested after an investigation. It is alleged that he unlawfully entered another person's home on Liberty Street in Batavia at 1:34 p.m. on Oct. 20 and caused physical injury to that person. He was arraigned in Batavia City Court and released under supervision of Genesee Justice. An order of protection was issued to protect the victims. The case was handled by Batavia Police Officer John Gombos, assisted by Officer Nicole McGinnis.

Katie L. Wannemacher, 31, of Trumbull Parkway, Batavia, is charged with endangering the welfare of a child, second-degree harassment, and criminal obstruction of breathing. She was arrested on Oct. 17 following an investigation of an incident at 2:30 p.m. on Oct. 17 on Trumbull Parkway in which she allegedly choked someone in front of two children. She was arraigned in Batavia City Court and released on her own recognizance. She is due back in court on Dec. 2. The case was handled by Batavia Police Officer Samuel Freeman, assisted by Officer Austin Hedges.

Sean Michael Keem, 40, of Bank Street, Batavia, is charged with second-degree harassment -- with physical contact. Keem was arrested after Batavia Police officers Austin Hedges and Wesley Rissinger responded to a disturbance on Bank Street in Batavia at 8:27 p.m. Oct. 17. After an investigation, Keem was arrested for allegedly striking another person. He was released on an appearance ticket to be in Batavia City Court on Jan. 20.

Darrin Mitchell Brown, 31, of West State Street, Albion, is charged with possession of a hypodermic instrument. He was arrested after allegedly being found in possession of several hypodermic needles at on Oct. 19 during the course of a larceny investigation at 6:16 p.m. at the Speedway gas station and convenience store on West Main Street in Batavia. He was issued an appearance ticket to be in Batavia City Court on Jan. 12. The case was handled by Batavia Police Officer Christopher Lindsay.

Marcella F. Greene, 36, of Pleasant Valley Road, Bliss, is charged with criminal possession of a needle and criminal use of drug paraphernalia. On Oct. 19, Greene was arrested after an investigation into a larceny at 6:51 p.m. at the Speedway gas station and convenience store on West Main Street in Batavia. Greene was issued an appearance ticket and is due in Batavia City Court on Jan. 12. The case was handled by Batavia Police Officer Samuel Freeman, assisted by Officer Christopher Lindsay.

Thomas James Sine, 52, of Main Road, Stafford, is charged with aggravated second-degree harassment -- communication of a threat via phone or computer or mail. On Oct. 24 at 10 p.m. Sine was arrested after allegedly having unwanted contact with a person on West Bergen Road in Le Roy and making threats via cell phone. He was arraigned in Le Roy Town Court and is due to return there Dec. 14. The case was handled by Genesee County Sheriff's Deputy Kenneth Quackenbush.

Shante M. Griffin, 28, of Fisher Park, Batavia, is charged with owning an unlicensed dog. Griffin was arrested on Oct. 15 for having an unlicensed dog in an upper apartment on Fisher Park on Sept. 25. Griffin was issued an appearance ticket and is due in Batavia City Court on Jan. 12. The case was handled by Batavia Police Officer Christopher Lindsay.

Andre L. Roberts, 28, of Burrows Street, Rochester, was arrested Oct. 21 on a bench warrant out of Batavia City Court. He allegedly failed to appear as required on Sept.15, prompting the warrant to be issued. Roberts was processed at Batavia Police Headquarters and released on an appearance ticket to be in court Oct. 22. The case was handled by Batavia Police Officer Wesley Rissinger, assisted by Officer Christopher Lindsay.

Amanda S. Dombrowski, 37, of Versailles Road, North Evans, is charged with failure to appear. Dombrowski was arrested on Oct. 15 on a bench warrant out of Batavia City Court. It is alleged she failed to appear in court as required on Aug. 3. Following arraignment, she was released on her own recognizance and is due back in city court on Oct. 28. The case was handled by Batavia Police Officer Stephen Cronmiller.

While at the accident scene on Route 33 in Stafford this afternoon, I spotted a plane towing a sign well off in the distance. I tried to quickly zoom in with my video camera but I still can't quite make out for sure what the sign says. I think it says, "This is Bills Country NBC / Don't You Forget It."

A two-vehicle accident with possibly serious injuries is reported at Clinton Street Road (Route 33) and Griswold Road, Stafford. Stafford Fire Department is responding along with Mercy medics.

UPDATE 12:20 p.m.: There is entrapment in a vehicle. Mercy Flight #7 out of Batavia is put on ground standby.

UPDATE 12:21 p.m.: A second Mercy rig is called to the scene.

UPDATE 12:27 p.m.: Mercy Flight is dispatched to the accident site. A first responder reports the vehicles are blocking traffic and both are heavily damaged. An engine from Bergen is summoned.

UPDATE 12:31 p.m.: Mercy Flight will land on Griswold Road.

UPDATE 12:32 p.m.: Fire police are asked to shut down traffic at Route 33 and Route 237. Mercy Flight #7 is grounded due to mechanical trouble; ground transportation will be used instead. Le Roy and Bergen are both called to provide mutual aid.

UPDATE 12:40 p.m.: Traffic will be shut down at Waterman and Griswold roads. The on-call investigator is called to the scene. Le Roy's engine is rerouted to fill in at Stafford's fire hall.

UPDATE 12:43 p.m.: Bergen fire is on scene.

UPDATE 12:47 p.m.: Two investigators who belong to the county's Crash Management Team are en route.

UPDATE 12:52 p.m.: Two patients have been extricated.

UPDATE 12:57 p.m.: Mercy medics are headed to Strong Memorial Hospital in Rochester in emergency mode with one patient onboard.

UPDATE(S) 3:06 p.m. (By Howard): Road is reopened. All units back in service.

UPDATE 6:30 p.m.: According to the preliminary investigation by the Sheriff's Office, Ryan T. Ledermann, 17, of Webster, was driving a 2017 Honda HRV westbound on Route 33 when he attempted to pass an uninvolved tractor-trailer. The HRV left its lane of travel and entered into the eastbound lane. The Honda struck the front driver side of an oncoming 2011 Dodger Pickup driven by Charles P. Fales, 56, of Batavia.

There were no other occupants in either vehicle.

Town of Stafford Fire Department volunteers extricated Ledermann and he was transported by Mercy EMS to Strong Memorial Hospital for treatment of serious injuries. Fales suffered minor injuries and was transported to Strong for evaluation and treatment.

The accident investigation is being handled by Deputy Rachel Diehl, Investigator Chris Parker, Investigator Kevin Forsyth, Sgt. Andrew Hale, and members of the Crash Management Team, including deputies Kyle Krzemien and Richard Schildwaster. Assisting at the scene were State Police, Stafford fire, and Mercy EMS.

Brenda Lee Draper, 46, of Porter Avenue, Batavia, is charged with two Class E felonies: fourth-degree grand larceny; and offering a false instrument for filing in the first degree. It is alleged that Draper did not report income that she was earning that she filed an application used to determine eligibility for the Supplemental Nutrition Assistance Program benefits. As a result, she is accused of receiving $1,775 in SNAP benefits she was not entitled to get. The investigation was conducted by Genesee County Department of Social Services Investigator Dakota Nicholson. Draper was arrested and charged by Genesee County Sheriff's Sgt. Thomas Sanfratello.

Edward Joseph Marin Jr., 31, of South Cairo, is charged with second-degree criminal contempt. At 1:49 a.m. Oct. 11 Marin was arrested after he allegedly knowingly violated a full stay away order of protection while staying at a hotel on Park Road in the Town of Batavia. He was released on an appearance ticket and is due in Batavia Town Court on Nov. 5. The case was handled by Genesee County Sheriff's Deputy Jordan Alejandro, assisted by Deputy Ryan Young.

Dylan Michael Birch, 20, of Lakeville, is charged with second-degree criminal contempt. He was arrested at 7:44 p.m. Oct. 10 on Route 237 in the Town of Stafford. No other details provided. Birch was issued an appearance ticket to be in Stafford Town Court on Dec. 1. The case was handled by Genesee County Sheriff's Deputy Jonathan Dimmig, assisted by Deputy David Moore.

Jerald A. Shuler III, 27, of Batavia (no address provided), was arrested following a traffic stop on Route 246 in the Town of Covington for an alleged speeding infraction. During the traffic stop, he was allegedly found in possession of 1.65 ounces of marijuana. Shuler is charged with marijuana possession in the first degree, speeding over 55 mph, and having the driver's view obstructed. Shuler was issued an appearance ticket and is due in Town of Covington Court on Oct. 26. The case was handled by Wyoming County Sheriff's Sgt. Colin Reagan.

The initial call for an accident on Fotch Road in Batavia indicated a driver was unconscious and not breathing but shortly after first-responders arrived, the man was awake and alert.

By that time, Mercy Flight was already on the ground. 

The driver, the sole occupant of the pickup truck, did not require further medical attention.

After medics finished with him by the side of his vehicle, sitting on its wheels in a field of soybeans, the driver accompanied a deputy back to the roadway and upon reaching the shoulder he told the deputy, "I don't even know where I am."

Following a field sobriety test, the driver was taken into custody.

The Sheriff's Office is expected to release a report later tonight or in the morning with further information.

UPDATE 9:40 p.m.: In the accident report, the driver is identified as James M. Caccamise, 31, of Byron. He was driving a 1999 GMC pickup owned by Phyllis J. Caccamise. According to the report, Caccamise was northbound on Fotch Road when he failed to negotiate a curve in the road and struck a road sign before heading over an embankment. Charges are pending an investigation and the results of a blood test, but the report indicated deputies believe Caccamise was under the influence of a narcotic analgesic. The accident was investigated by Deputy Eric Andre.

An accident with injuries is reported in Stafford at Route 237 and Clinton Street Road. One patient has minor injuries and the other has a back injury, according to a first responder on scene. Stafford Fire Department and Mercy medics are responding.

A shed that is about 10 square feet is on fire in Stafford at 6580 Sweetland Road. A first responder on scene reports smoke showing and says there are "no exposures" that could catch on fire nearby. Stafford Fire Department has arrived. The location is between Roanoke and Cole roads.

UPDATE 12:47 p.m.: The fire is out. Cleanup is underway.
