Thoughts on the Council-From a Citizen

Over the past few months, I have seen the actions that this Council has taken, and unfortunately, that some council members have tried to overturn, the actions being consolidation and its relation to Batavia's long term fiscal health, the preserving of our great cultural heritage and who an increased tax burden would hurt the most. Unfortunately, Bill Cox, Bob Bialkowski and Sam Barone have been obstructionists to the general progress that this Council is trying to create Batavia.

Firstly, I am a very proud Batavian, I have lived here for almost 20 years now, which is almost my entire life. I have been blessed to live in this area, an area rich with educational opportunities due to excellent schools, great youth programs and, most importantly, people of compassion and responsibility, thats what I believe Batavia's greatest asset is, its people. However, I believe that all of that has come under attack by an overriding objection to change, this objection being irrational and irresponsible at its core, the change being consolidation. Although it is true I was originally opposed to consolidation, I believe that Batavia would not be able to survive if we didn't make large scale to changes to the way that we operate our government, unfortunately that meant making tough choices. Those tough choices lead to the accepting of a grant that would consolidate our dispatch services. I still don't believe in a perfect world that we would have to consolidate those services, however, the very fabric of our fiscal health and the maintenance of our cultural heritage was at risk. So we did what needed to be done in order to make sure that we can continue to operate in the short term and not have a large amount of debt in the long term.

On the same note, the council worked hard to make other tough budgetary decisions this year, these decisions reduced an increase in the tax levy from roughly 24 percent to roughly 8 percent. Those may be just numbers to some, to others its the difference between paying for their medicine or for their groceries. In the end, its the struggling middle and lower-middle class that ends up stomaching such a large tax burden. In the long run, the consolation is the difference between having years of saddled debt upon the City for future generations or having a fiscally clear future.

Unfortunately, some, such as Mr. Barone, Mr. Cox and Mr. Bialkowski have taken it upon themselves to reverse those decisions to create a culture of political mudslinging to overtake council, as was seen tonight by the attempt to remove the City Attorney from proceedings of meetings (which costs roughly 1600 dollars per year), it has also been seen by the attempts to cut out small and already agreed upon expenditures, such as the cutting out of 500 dollars in order to cancel parades and other events. It appears that it is the goal of certain councilmen to simply grandstand and make a large issue out of very small expenditures for their own political benefit, instead of working hard to make the lives of Batavians better and preserve our great cultural heritage.

My question to Mr. Cox, Mr. Bialkowski and Mr. Barone is simple, what offends you about us?

Why do you, Mr. Cox, Mr. Bialkowski and Mr. Barone find working people so offensive? As to not leave us, the middle and lower class, a bit of relief on our tax or rent bill in the short run and fiscal health in the long run.

Why do you, Mr. Cox, Mr. Bialkowski and Mr. Barone find young people so offensive? As to not leave us a city that is in good fiscal health, wanting us to pay off the debts of your proposed recklessness 20 years from now.

This Council worked very well and hard and across party lines to make a budget that addresses the needs of the hard working middle class people of Batavia and by consolidating provided a better long term fiscal situation for the young. I give all due credit to those council members, Mr. Mallow, Ms. Briggs, Ms. Clattenberg, Ms. Christian, Mr. Buckley and Mr. Ferrando, they are making Batavia a better place to live for all.

Perhaps some other council members, such as Mr. Cox, Mr. Bialkowski and Mr. Barone should stop paying lip service to the taxpayers and renters they swear to protect and start actually working for them instead of making a political show out of the City Council.

Batavia City Council debates role of City Attorney at conference meetings

Tonight's Batavia City Council meeting ended on a testy note with a majority of the council agreeing to keep the status quo with City Attorney George Van Nest's conference meeting attendance and to drop the issue until next budget season.

Council members Bill Cox, Bob Bialkowski and Sam Barone dissented.

Cox and Bialkowski had brought the matter before the council -- and from the chatter during the meeting, apparently for the umpteenth time.

"We have in this particular case," Cox said in leading off the discussion, "some discretionary ability to cut costs in this one small area."

Barone later said that the city spends $209,000 on legal fees, but Van Nest and Council President Charlie Mallow later noted that not all of those fees go to Van Nest's firm.  There is also expense, for example, for labor attorneys.

Van Nest's fees for attending the meetings amounts to about $1,600 per meeting per year, according to Mallow. 

Mallow said it was his decision to have Van Nest at the meetings, and that he and City Manager Jason Molino discuss every item on every agenda and decide whether Van Nest's attendance is warranted.  He characterized having VanNest at the meeting as responsible leadership, and suggested that the council trust his judgment on whether to have the attorney present.

Later he said: "As long as I’m council president, I’m not going to conduct a meeting without an attorney."

Councilman Frank Ferrando said the council should drop the subject for now.  The appropriate time to address the issue is during budget discussions, which won't start until September, he said.

"I get tired of talking about these things five or six times over again," Ferrando said. "I’m not interested in talking about budget revisions at this time. We’ve got lots of other fish to fry."

Cox countered that no issue should ever be closed for discussion, that in order for council members to be responsive to constituents, they should be able to raise any issue even if it has been addressed before.

"I don’t feel it’s proper for council people to be criticized for bringing up issues at a meeting," Cox said.

Molino appeared agitated, if not angry, near the close of the discussion, calling the "belaboring" of the topic a distraction for the city.

"I'm very sorry that this has created a very negative work environment, which none of you witness," Molino said. "Can we move on? I’m sorry to be so blunt, but I’m really sick and tired of this." (UPDATE: WBTA's audio.)

Once the issue was closed, the meeting adjourned and the council chambers emptied quickly.

So here's the lingering question: Why does the city pay a fee for its city attorney to attend its routine meetings?  Shouldn't that just be covered under a flat-fee contract?  Shouldn't the only extra cost incurred be only for work above and beyond routine?

Batavia City Council Agenda for Tuesday, May 27

The Batavia City Council holds its conference meeting at 7 p.m.  The public can comment at the meeting.  Items on the agenda:

  • Steve Hyde and Chad Zambito of Genesee County Economic Development Center will present an update on Agri Park development.
  • In order to complete the sale of property at 44 Main St. to Wendy's, the city must grant an easement for utilities from City Center to the restaurant.
  • Council members Cox and Bialkowski have asked to discuss the presence of the City Attorney at council conference meetings.

The City also sent over the business meeting agenda (electronically), but the attachment didn't open.  We may update this post later with that information if available.

 

 

A city in transition

The departure Wednesday of the city's finance director was announced jointly with the news that the IRS had placed a lien on a city bank account owing to a "reporting error" in payroll that would have been handled by the finance office. Within hours of both announcements — following a closed-door meeting that morning — City Manager Jason Molino said that any penalties owed from the lien were revoked because the error had already been rectified.

Lickety split, Batavia was in... and out of a mess.

Yet, articles in the Daily News yesterday and today raise a few questions about the issue that still haven't been answered by the city. Molino refused to specify the error. He also said that connecting the departure of former Deputy Finance Director Shelly D'Alba with the IRS lien would be a mistake.

For sure, we must keep in mind the delicate nature of a "personnel matter" and not go smearing a city employee — with or without all the facts. There's never any excuse for slander. But that doesn't mean we don't deserve to get at the truth of the thing, find out what's going on without naming names and pointing fingers.

In an article in the Daily News today, City Council President Charlie Mallow said that "the city received several notices, sent to the person handling that" (the payroll error discovered by the IRS). And, more straightforward, reporter Joanne Beck writes: "D'Alba would have been the person to handle the filing."

In an earlier article, Molino said that his office had only recently found out about the error discovered by the IRS. That begs the question: If the city manager only found out about the problem once the IRS placed the lien on the account, what happened with the "several notices" that were sent to the city, some dating back to last spring?

Mallow said he could not speak on behalf of the city manager. An e-mail and a telephone call to Molino made earlier today have not yet been returned. Mallow did caution, however, against "connecting the dots" and relating matters that may not be directly linked.

In the same article, Mallow spoke optimistically of the current state of the city. Residents should not be worried by the recent departures. The city is in transition. Not everyone will stick around through such drastic changes, he said. Besides, the position of public works director has already been incorporated into the workload of the assistant city manager. An interim police chief should be appointed within a couple weeks. And an interim fire chief should soon follow. As for the new vacancy of deputy finance director, the city will have to wait and see, he said. For now, the responsibilities of that position will fall to the city manager and assistant city manager.

Mallow told the Daily News: "It's good to shake the apple cart about. There's no cause for concern at all. Strategic changes are planned."

There was no mention in the article of what "strategic changes" have been planned to deal with the glut of empty positions. So we asked Mallow if he could explain the connection. His response: consolidation.

"Our workforce is getting older in the city," he said. "In the next five years, we'll have 30 people who can retire. So we're at a very good point to consider consolidating."

Grants have come through to study the possibility of consolidating, merging positions, sharing responsibilities with the county and the city. Mallow feels strongly about the issue, and seems to see it as the city's way out of a future financial crisis.

That could mean big changes for the city. Mallow:

"There might be an elimination of city borders, but that requires the town to buy in and that our finances are in order. We're pulling out of our financial problems. But a big glut of money will be needed for retirements, and insurance for our employees is something that needs to be taken care of."

In the meantime, it seems the city staff simply needs to get settled, the real responsibilities of each employee pretty clearly defined, and the public notified of just who does what down at City Hall.

Let's keep our culture: A chat with Marianne Clattenburg

Marianne Clattenburg looks at her city and sees all the benefits you would find in a metropolis — a symphony, appreciation for the arts, great restaurants — yet there is very little of the violent crime and squalor that makes big city living a risk. It's a perfect fit.

"I have a strong belief that we have a strong community and a very nice place to live and I want to keep the quality of life we've had," she says. "I'm guarded about how we cut things, what we cut."

Marianne joined the City Council in April of last year, took the seat for the Second Ward vacated by her predecessor who had left town. She was then elected to the position in November. So why would this mother of two and grade school teacher want to take on the often burdensome chore of running a city?

"I was afraid that with the taxes and budget where it was that we would cut so much from Batavia that the quality of life would not be the same," she says. "You have to have a certain quality of life in the city, otherwise there's no impetus for living in the city. You have to have that feeling of what you want the city to be and living there as a positive experience."

Marianne calls herself a moderate. She isn't so naive that she doesn't realize a city needs to spend money to get the kind of services that make it liveable. But that doesn't mean that there isn't some fat to be trimmed.

"It's just like the private sector has been doing since the downsizing of the '80s," she says. "We want to try to do the same with a smaller government."

No surprise, then, that Marianne supports consolidation, for the most part.

"New York has those issues of overlapping of government services," she says. "That's a testament of how old the state is. Over the years government has just grown and grown."

Marianne teaches the third grade at St. Joseph's School. (They hatched these chicks, here to the left, just yesterday.) She has only been there full-time for a year, though she has been teaching since 1982 as a substitute, while she raised her two daughters, both now in college — one for psychology, one for pre-law.

Now that she has done "all the mom stuff," as she says, it's time to step up and tackle the public business. Namely, consolidating, shrinking things down without sacrificing those things that make Batavia great.

"Sometimes consolidation isn't the panacea that you think it's going to be, but I'm sure there areas where consolidation is the way to go," she says. "The tax base is not what it used to be in Batavia, and everybody knows that. We have an aging city, aging water system."

"Where there's a willingness to do it, there has to be openness to pursue it."

News roundup: City down to two candidates for police chief

• City Manager Jason Molino told the Daily News that the city has narrowed the field of candidates to two for the position of interim police chief. There is no mention of the names of the candidates in the article. The position of fire chief will be vacant as of this weekend. Current Chief Larry Smith retires Friday. Molino said that the city has not yet chosen a temporary candidate to hold the position until an interim candidate is appointed followed by a permanent replacement. Aso vacant is the position of code enforcement officer, which will likely not be filled until later this summer.

• A report of the departure of Deputy Finance Director Shelly D'Alba is reported today. That story was covered by WBTA and The Batavian yesterday. Also reported on the front page is the upcoming technology conference at Genesee Community College, first noted on The Batavian some weeks ago. Go to the GCC site for more information.

• The town approved pursuing state permission for a pair of water districts last night. Some financing could come through federal grants and loans for rthe two districts: about 14,830 feet of main for the Rose Road district at a cost of about $658,000; and about 11,300 feet of main for the Alexander-Pike district at a cost of about $1,175,200. In other business, the town approved "a shared services agreement with the town of Byron for code enforcement officer coverage when needed," writes reporter Roger Muehlig.

• Genesee Community College student Briana Coogan-Bassett was awarded the Virginia Carr Mumford Scholarship from the Batavia Society of Artsits. For more about Briana and other artists featured at the art show at Richmond Memorial Library, check out the article by John Loyd.

• Batavia Blue Devils girls track won their seventh straight title in the Monroe County League Division III. The Blue Devils beat East Ridge 129-12 yesterday to go to 35-0 in the league.

"Personnel problems continue to plague Batavia City Hall. The city council held a hasty secret meeting this morning to deal with, "a personnel matter," City Manager Jason Molino said today. He declined further comment.

The executive session was called for last night and took place at 7 this morning. Just barely within the required time frame. The meeting lasted a little less than an hour.

In the last six months, three key city hall department heads have either quit or retired."

• School budgets in every Genesee County district were approved yesterday. Elba had the closest vote (144 to 109).

• Investigation into the Byron blaze that claimed the lives of four family members continues. The apartment building where the fire broke out has been demolished, and a "makeshift memorial" has been erected by the roadside.

Trees, taxes, teaching and talk: Getting to know Sam Barone

City Councilman Sam Barone came by Main Street Coffee this morning for a chat. He was one minute early. Punctual. I like that. Over a couple mugs of black coffee, while white collars settled into their cubicle chairs and farmers into their plow seats, Sam and I talked about city life in a small town, what gets a man to run for office and what it's like to watch your kids leave home for greener pastures.

Sam grew up in Batavia, not far from Austin Park, he tells me. He taught science for a living out in Byron and Bergen, until he retired. But that doesn't mean he's any less interested in the science of life — animate or otherwise. He'll always have a soft spot for Batavia's parks, even if they paved over the wading pool to put in a spray park. He knows the trees of those parks intimately, some of them more than a century old, he says. Worth preserving. Worth appreciating.

Sam took a seat on the City Council only about five months ago. Why did he do it? Why would anyone do it? "Basically," he says, "the taxes."

"Last year, they proposed a large increase in taxes. So I started attending meetings to get information on how the city operates and realized we had some very serious deficits."

Still, Sam wanted to hang in the back seat. So when the Democrats asked him to run on their ticket back in July, Sam said: No. Of course, we know he gave in and got elected. He and his fellow Council members battled their way through the budget — laborious, he says — and reduced the tax increase to 8 percent, compared with the 23 percent hike from the year before, says Barone.

That laborious struggle to balance the budget may soon seem like a cakewalk as the city gets ready to roll up its sleeves and take a long hard look at the question that nobody seems to want to mention out loud: consolidation.

Albany recently approved a $93,000 grant for the town and city of Batavia to look at consolidating services and "potentially merging the two municipalities into a single entity," according to the Albany Project.

Sam admits that he's a bit wary of consolidation talk himself. He doesn't want the city to lose its cultural character by merging with the town. But at the same time, he doesn't see any reason the county can't help pay for ambulance service or the town can't share its snowplows with the city.

"Some areas should be consolidated," he says. "Some shouldn't. I want Batavia to have an identity."

He finds that identity in the city's parks, its green open spaces, its ball field and its homes. We talked at length about Batavia's homes — the facades along Main Street were the first thing I fell in love with when I took a virgin drive through Batavia earlier this year.

Sam spoke of the Brisbane Mansion, once a home, then turned City Hall, that now houses the police station. He told of the Briggs home down Walnut Street. I drove down that way to find it, but there were so many fetching abodes that I couldn't say for sure which one would take the prize. I snapped a photo of this yellow one that seemed a dollhouse erected for normal size people.

There was a very nice old home right at the bend where South Main turns into Walnut that also had plenty of fancy dressings and age spots to recommend itself as another contender for most interesting old big house in that ward of the city.

Heritage homes and ancient trees aside, the first thing on Sam's mind was bringing more jobs into Batavia, likely the first thing on most folks' mind these days around here. Sam has three boys. All three left their Batavia home for somewhere they could get a job. His eldest may not have gone far — to Rochester to work for a communications manufacturer — but the other two couldn't have gone farther, without leaving the country.

One boy took off for Portland, Oregon. Sam calls him "the free spirit" — he left to play music out on the west coast. The other left for Florida after he lost his machine supply job up here. Both are doing well for themselves, but they're doing it far from home.

"Part of it is the taxes," says Sam. "Part of it is the type of work you're looking for. People are finding the work elsewhere."

That might just be the biggest challenge for a City Councilman in these parts: get the work to come thiswhere. Best of luck with that, Sam.

Fixing up the ball field

The City Council voted unanimously to approve a $10,000 fund transfer — another $15,000 will be voted on at the next meeting — to fix up the ball field at Dwyer Stadium, home to the Batavia Muckdogs. A recent inspection of the field by the grounds crew found an uneven field ravaged in some spots by divots.

Naomi Silver came by the meeting to talk about the proposed maintenance. Silver heads up the business side of the Rochester Red Wings that took over management of the Muckdogs in early March.

When Silver was questioned about how long the Rochester group planned to manage the Muckdogs — even if it failed to turn a significant profit — she said: "We want to come here. We don't want to get rich on it. We want to do the right thing."

Silver called the Red Wings relationship with the Muckdogs "a true labor of love."

From the Notebook

Can't seem to dredge up anything of great import in the way of news this afternoon. Whenever that happens, I head out into the community, into the shops on Main Street and elsewhere, into the parks...

Batavia police tell me they don't have anything to report — I've called them twice today so far. We should probably consider that good news. Strange though, since a city councilman told me that the city was already 300 calls above where they were this time last year.

Still not much luck connecting with the busy city manager. I did get a couple City Council members on the phone today, but didn't make it much further than that. I'll be meeting with Sam Barone next week. Looking forward to it. Sam mentions fishing, bowling and reading under special interests on the city's Web site. I'm a fan of all three myself, though I'm only good at the last one.

Also, I found this fine shot of the bend in the Tonawanda River in my camera. Have those bulbs popped yet?

Then I met with Hal Kreter over at the county's Veterans Service Agency. He's a great guy — a longtime U.S. Marine himself — who works for an organization that fills the gap between the American veteran and the no doubt intimidating bureaucracy of the federal government.

That's about all for now. But here's a note before I go: The Batavian's MySpace is humming along. We've picked up 30 friends so far — honestly, I don't know if that's very many, but I'm excited about it. For those of you interested in that, please stop by and check it out. We'd be happy to be your friend. For those who aren't interested or just don't know much about the site, it's a social networking hub where anyone can register and create a personal profile for themselves, meet other folks, keep up remotely with friends. Music is big on MySpace, so we're hoping to link up with a few bands, maybe even put together a music video from time to time to bring back here to our site. Look for that in the future.

In search of decline — can't find it

After a chat with City Councilman Bob Bialkowski this morning, I went in search of the "pockets of decline" that he mentioned. Bob said to check out the southside of the city around Jackson, Maple and Thorpe streets, if I wanted to find the "problem" neighborhoods.

That was where I thought to find the trash and debris, the buckled-under homes and general malaise. Not so. At least not by this city boy's estimation. I've seen streets in Rochester, streets in Buffalo, New York, Chicago, even some in Canandaigua that would make those Batavia blocks look like paradise on high, like a stroll through Green Acres.

At the very worst, I spotted some peeling paint, a couple (maybe) ramshackle porches, a stray tricycle or two, a leaf-swollen gutter — maybe. But really, what I saw as I drove down Dawson Place, Ganson Avenue and Thorpe Street were people. What I saw were people outside, sitting on their stoops, walking their sidewalks, talking to each other, mowing their lawns. I saw a community. I saw regal, Victorian-looking homes, a little bruised, sure, but not broken, not even bent.

So, maybe I wasn't looking in the right place. Maybe I wasn't looking with enough intent — I should say I was driving my car. Maybe those homes are rotten and rotting from the inside, really putrid and crumbling, which could explain why everyone was outside, hanging out. Or maybe — and this may be closer to the truth — maybe some Batavians have unusually high standards, higher standards than I have ever cultivated myself.

What do you think of these (and other) neighborhoods in the city? Are they in decline? Are they run down? Do you live there? Is that how you see it? Is Councilman Bialkowski on the ball? Or is he over the top?

More thoughts (from a Councilman)

I've still had no luck catching the city manager or police lieutenant — both very busy men, it would seem. Must be tough business running a city and keeping it safe. I wouldn't doubt it. Fortunately, City Councilman Bob Bialkowski got back to me. We had a chat this morning about his thoughts on what's going on in the city these days.

Bob's a former crop-dusting pilot, "semi-retired" now, he says. That means he has "only one" airplane, from which he does aerial photography — his current business. He's been flying since he was a kid.

On his Web site bio, Bob mentions "community improvement" under his special interests. So I thought I'd ask him about that. So I ask him, quite simply: what needs to be improved, and how do we improve it?

"We've got some pockets of decline," he says. "We have to change some of our zoning laws, change code enforcement. We need to try to improve these areas."

That means public education on how to properly dispose of yard waste, for example. Get the word out to people, whether it's through the newspaper, through our site, in pamphlets included with the water bill — people need to be more aware, says Bob.

He says that "entire neighborhoods are a problem — trash all over, abandoned cars in the back yard." Head over to the southside of the city, to Jackson Street, over near Watson and Thorpe streets, State Street, and you'll see what he's talking about.

"But you can pick any street," he says.

Meanwhile, he goes on, the city has a tough time keeping up with all the violators. The code enforcement staff is minimal. Absentee landlords know how to work the system to "avoid" making the necessary improvements for "four or five months" at a stretch. Add to that the increasing crime rate — Bialkowski says the city department is 300 calls above their total for this time last year, which set records itself — and you've got a situation that could get out of control fast.

Nor is that all. Bob also takes issue with the taxes. They're too high, he says.

"Every year, more property in the city gets taken off the tax roll because of non-profits and tax exempts," he says. "And they use city services. They put their trash out by the street for pickup, but they don't pay for it."

In many ways, that's a valid claim, says City Assessor Michael Cleveland, who estimates the tax exempt properties in the city to total about 30 percent, without looking at the tax rolls. You have to understand, however, that Batavia is a county seat, he says. As the hub of Genesee County it's going to get the churches, the county offices, the organizations, all those who are tax exempt.

Could that just be the price of convenience then?

Some thoughts (from a Councilwoman)

Today I made calls. In fact, I called every City Council member — that's nine, for those of you who aren't keeping count. Only one answered: Rose Mary Christian. I told her about our site, about the great folks who were already making it better, and I said: "On the city Web site, under your bio, you say: 'Everyone should get involved in their community.' So, what should folks be doing?"

Her first thoughts were for the elderly and the handicapped. We should be taking care of them, she said. Then she talked about child molesters. She wants to put signs up outside the homes of child molesters that identify them as such.

"We have to protect the kids," she says. "They can't protect themselves."

The other issue that had Rose Mary Christian worked up this afternoon: school taxes. Homeowners without school age children unfairly pay the brunt of those taxes, rather than parents who rent being more responsible for the cost, she says. Her idea: charge parents of school-aged children a fee to send their kids to school. That would help reduce the burden on property owners, she says.

City Council: Live and Uncut

Prologue

Full of cheese and bread and sauce — thank you, Belladessa's Pizzeria — I'm slightly bloated and ready for my first Batavia City Council meeting. It's about six minutes shy of 7:00pm, and folks are still shuffling in, chatting. The board room seems so new it almost sparkles, despite the orange and off-white chairs that look plucked from a middle school classroom circa 1970. It smells like a dentist's office in here. There are maybe a dozen people in the audience, including myself and a man with a video camera. Everyone seems friendly.

That's that for atmosphere.

Part One (The one they call the Business Meeting)

Meeting called to order. (A solemn Christian prayer precedes the Pledge of Allegiance).

Council President Charlie Mallow jokes that he found some "new things" while cleaning up the skatepark during the "green-up cleanup" over the weekend. Wonder what that means.

Of the few decisions by the council tonight, there was only one that may immediately affect folks. That is, the traffic light at the intersection of Washington Avenue and Ross Street will be removed and replaced with all-way stop signs. Watch for that.

Not much else worth mention. First meeting adjourned. Five minute break.

The man with the video camera left. Why did he only tape the business meeting? What is the point of a second type of meeting if it isn't worth recording? Who makes that call?

Part Two (The one they call the Conference Meeting)

Councilman Frank Ferrando told me earlier that the "conference" half of these meetings are spent determining the agenda for the next "business" meeting, giving the council a chance to hash things out before they come up for vote. That being said, there's not much to say here. At least, not tonight. Just a lot of procedural minutiae — deciding whether something is worth deciding. Maybe that's why the guy with the camera took off.

Really, elected officials ought to be lauded if for no other reason than their patience and willingness to go through such process, while we recline in a sofa with a bowl of popcorn and drool at the television in the comfort of our home. Seriously. What do they get paid? Maybe $5,000 per year. Maybe. It may not be entertaining to watch the gears turn, but we should at least rest assured that they're turning.

I must admit, I'm impressed by the general politesse at this meeting. Council members raise their hands to be acknowledged by the president before they speak or ask a question. They often thank each other and whatever guests take the mic. If they raise their voices, it's out of passion, not anger.
