Le Roy Meadows manager says plan will address $600,000 in back taxes, needed repairs

The project manager of Le Roy Meadows says a solid plan is in place to address more than $600,000 in back taxes owed to Genesee County and necessary roof and driveway repairs at the 10-building, 80-apartment complex at 18 Genesee St.

David Renzo Jr., president of V&V Development Corp., of Batavia, today said a vouchering system to retrieve subsidies owed to the project by the U.S. Department of Housing and Urban Development and a commitment of an investment group out of California, which owns 95 percent of the complex, are the keys to getting Le Roy Meadows back on track.

“As soon as we get the subsidy in for all that, the taxes are going to be paid,” Renzo said.
“We’re resubmitting vouchering covering the past three or four years, and we’re thinking that in four to five weeks we will start receiving the HUD subsidy again and the taxes will be paid.”

The Batavian has learned that the county is waiting to receive $605,886.43 in back taxes owed by Le Roy Meadows -- $603,167.33 on the property assessed at $2.2 million and another $2,719.10 on a small parcel assessed at $10,000. The taxes are for the years 2018, 2019, 2020 and 2021.

Genesee County hasn’t started the foreclosure process yet due to the signing by Gov. Andrew Cuomo of an extension of the COVID-19 Emergency Eviction and Foreclosure Prevention Act of 2020 and the COVID-19 Emergency Protect Our Small Businesses Act through Aug. 31.

Renzo said the location’s current problems stem from HUD suspending its contract with Le Roy Meadows several years ago. Tenants there pay 30 percent of their monthly income toward rent with HUD supplying the difference.

“Our HUD contract was suspended but we’re working on that with HUD right now by sending the vouchers (for the back subsidies),” he said. “There was a lot of confusion. The tenants shouldn’t be worried now because we have a plan in place. They’re not going to lose their rental assistance.”

He said the worst-case scenario is that tenants will receive an individual voucher that can be used for the rental assistance – giving them a choice between staying at Le Roy Meadows or taking that voucher to live somewhere else.

“Right now, rental assistance is project-based. The investment group in California is committed to getting this done. They’ve got positive feedback from HUD and getting the back subsidy that is owed to us to pay off the taxes and get the work done,” Renzo advised.

Concerning the condition of the roofs and driveway, Renzo said he is working with the investment group, soliciting the bids and lining up the work, to have all of the roofs replaced and to blacktop “the worst part of the driveway.”

He also said that repairs of the original sidewalks are part of the plan.

The tarps covering the roofs on many of the buildings are there as precautionary measures, he noted. Thus far, one of the 10 roofs has been repaired.

“With the subsidies about to come, plus the reserve accounts that we have set up and the backing of the investment group, the work will get done,” he said, adding that the interior of the apartments are in “great shape.”

Renzo said that contrary to what was reported in another local news outlet, neither he nor the V&V Development Group own Le Roy Meadows. He did say that plans are to bring in a new management group specializing in HUD policies and procedures to run Le Roy Meadows.

V&V Development Group also manages three complexes governed by the United States Department of Agriculture – The Meadows at South Main Street and Northside Meadows, both in Batavia, and Corfu Meadows.

Tribal communities to get $3.7M in HUD grants to improve housing

U.S. Senator Charles E. Schumer and U.S. Senator Kirsten Gillibrand today announced $3,702,246 in federal block grants for seven New York tribal communities through the U.S. Department of Housing and Urban Development’s (HUD) Indian Housing Block Grants Program.

Included is $35,007 for the Tonawanda Band of Seneca in Basom.

The funding, authorized in the American Rescue Plan, will go toward developing new affordable housing projects and improving existing units on Indian reservations and lands, in turn providing tangible relief to individuals and families. 

“Let me make this clear: safe housing, especially during a pandemic is a right,” Senator Schumer said. “This federal investment gets us closer to our goal of ensuring that every New Yorker has a safe place to call home, including our neighbors in New York’s tribal communities.

"I have long believed in the importance of directing resources to historically disadvantaged communities, and that need is even more pronounced in this crisis which has done so much to worsen those inequities. I will always fight tooth and nail so all of New York’s tribal community members have a place to call home.”

“I am proud to announce this American Rescue Plan funding to combat homelessness across the country,” Senator Gillibrand said. The COVID-19 pandemic and resulting economic crisis have exacerbated housing insecurity across New York, especially in underserved communities.

Grant funds to get rid of lead paint in homes expanded to all local municipalities

In January of 2019, the Genesee County Health Department received a $1.3 million federal grant from the Department of Housing and Urban Development (HUD) to address lead-based paint hazards in residential buildings within the counties of Genesee and Orleans.

Of this $1.3 million total, HUD has directed that $1 million be used specifically for lead-based paint hazard-reduction activities, while $300,000 is to be directed to other health-related home repairs, maintenance and upgrades.

“The funds were initially earmarked strictly for use in the City of Batavia and the Village of Albion,” said Darren Brodie, lead coordinator for Genesee and Orleans County Health Departments (GO Health).

“Fortunately, in December of 2020, HUD approved an expansion of the 'Genesee-Orleans Lead Hazard Control and Healthy Homes Program' to include qualified properties throughout all municipalities in both counties."

Eligible homeowners and landlords with eligible tenants may apply to receive these funds.

Landlords are required to match 10 percent of the total project costs. For example, a landlord would be required to pay $500 toward a $5,000 project, or $2,000 toward a $20,000 project.

Buildings containing more than one unit are accepted, even if all units are not eligible based on the requirements described below.

No match is required for owner-occupied dwellings.

All recipients of these grant funds are required to maintain ownership of the residence for 5 years following project completion.

Projects are bid on and completed by a preapproved list of local contractors, all verified as properly trained and EPA-certified in lead-safe work practices. Contractors who wish to be on our list should contact this office.

Applications can be obtained by contacting lead program staff at the Genesee County Health Department.

Program staff can quickly determine your initial eligibility and will help to guide you through the application process, which requires document gathering and filling out forms by the owners and tenants.

In order to be eligible to receive these funds you must meet all of the following requirements:

  • Low-income tenants or homeowners (call for details regarding vacant units);
  • Dwelling was built prior to 1978;
  • Dwelling contains lead-based paint;
  • Dwelling houses a family with at least one child under the age of 6 living there or visiting frequently, or an expectant mother.

Senators announce $1.3 million in HUD funds for lead-based paint removal in Genesee County homes

U.S. senators Charles E. Schumer and Kirsten Gillibrand today (Sept. 21) announced $1.3 million for Genesee County under the Department of Housing and Urban Development’s Lead-Based Paint Hazard Reduction Program.

The senators explained that the funding will allow Genesee County to continue addressing and removing lead-based paint hazards in homes, a problem it has grappled with for years.

The purpose of the Lead-Based Paint Hazard Reduction Program is to identify and control lead-based paint hazards in eligible privately owned housing for rental or owner-occupants. These grants are used to assist municipalities in carrying out lead hazard-control activities.

Schumer explained that following his relentless advocacy for Genesee County, HUD Secretary Ben Carson called him directly Friday afternoon to confirm the funding.

“During my call with Secretary Carson, I made it clear that even 40 years after the federal government banned the use of lead paint, children in the Rochester-Finger Lakes Region still continue to suffer the insidious consequences of toxic lead," Schumer said. "I’m pleased to announce that he agreed with me, and committed to sending Genesee County $1.3 million to remove lead hazards from communities.

"I’ve long fought tooth and nail for federal funding and programs that work to remove lead in area homes, because lead poisoning is an irreversible, preventable tragedy that robs too many children across the region of their futures. I couldn’t be more thrilled to announce today’s fantastic news, which will be a major boon for public health."

"No child in the Finger Lakes Region should be forced to live in a home with dangerous lead," Gillibrand said. "This funding is a critical investment to start remediation and help keep some of our most vulnerable families safe. I will continue fighting so that our communities have the federal support they need to remove lead from their homes."
