A bicyclist and a motorcycle rider were both seriously injured this evening in a crash on Route 5 at Wortendyke Road, Batavia.

A 17-year-old female from Batavia, whose name was not released, was riding a bike northbound on Wortendyke, according to the Sheriff's Office, when she attempted to cross Route 5.

Joshua Fullmer, 27, of Harvester Avenue, was eastbound on a 2014 Yamaha motorcycle.

The motorcycle collided with the bicycle.

Both patients were transported by Mercy Flight to Erie County Medical Center. 

The crash is being investigated by the Sheriff's Office. Charges may be pending.

Also responding to the scene were the State Police, Le Roy Ambulance, Town of Batavia Fire, East Pembroke Fire, Mercy EMS, and members of the Emergency Management team.

The Batavia Police Department wants to warn citizens of a dangerous mixture of cocaine currently on the street. There have already been two overdose cases today.

The warning comes in an attempt to stop further overdoses, which can be fatal. Police are working to locate the source and put a stop to further incidents.

Victim information and statuses are not being released.

The Batavia Police would also like to offer assistance to persons who are struggling with addiction. Through our Police Assistance Addiction & Recovery Initiative, or PAARI program, we have partnered with the Genesee-Orleans Council on Alcoholism and Substance Abuse (GCASA) in an effort to decrease the number of opiate-related deaths and reduce the crime associated with opiate abuse.

Anyone who is struggling with addiction can come to the police department 24 hours a day, 7 days a week and we will assist in locating a treatment program, with no questions asked. We strive to help and support those who are looking to break the chains of addiction.

Several citizens have taken advantage of the program and we feel this is another way in which we can help win the war against drugs!

The Genesee and Orleans County Health Departments have received five more COVID-19 cases. Orleans has four new cases from The Villages of Orleans Health and Rehab and Genesee has one. Contact tracing has been initiated for all of the positive cases.

Contact tracing has been initiated and all who have had direct contact with the individuals will be notified by Health Department staff.

“We are also saddened to report that Orleans County has lost two more individuals to COVID-19," said Paul Pettit, director of Genesee and Orleans County Health Departments. Both individuals were residents at The Villages of Orleans with one person under the age of 65 and one person over 65. Our sincere condolences go to the family and friends of these two individuals.”

There is currently no further information to release on ages and location. Mapping to include the positive cases from the weekend will be updated on Monday afternoon.

James Anthony Colantonio, 50, of Elm Street, Batavia, is charged with unlawful possession of marijuana and failure to stop at a stop sign. At 9:30 a.m. on April 20, Colantonio was arrested on the charges on West Main Street Road in the Town of Batavia after he allegedly failed to stop at a stop sign. He was released with appearance tickets and is due in Town of Batavia Court on June 11. The case was handled by Genesee County Sheriff's Deputy Jonathan Dimmig, assisted by Deputy Travis DeMuth.

Justin O. Porter, 28, of Bennington Street, Rochester, is charged with: aggravated unlicensed operation of a motor vehicle in the third degree; unlawful possession of marijuana in the second degree; unlicensed operator; and speeding. According to the Genesee County Sheriff's Office, Porter was stopped in the area of Swan and Ellicott streets in the city at 5:27 p.m. March 23 following the alleged observation of a vehicle and traffic violation. After an investigation by members of the Genesee County Drug Task Force, it is alleged that Porter possessed some marijuana and was driving while his privilege to do so was suspended in New York State. He was issued appearance tickets for June 2 in Batavia City Court.

Non-county Public Regulated Facilities

OPERATIONAL UPDATES

Testing

• There is still limited swabbing available in Genesee and Orleans Counties. If you are experiencing symptoms, contact your primary care provider and they will determine if testing is right for you. If the counties receive an increase in swabbing supplies and the protocol for testing is changed, we will notify the public.

Batavia PD detectives are looking for the public's assistance in locating Nasir Nathan in relation to an alleged gang assault that occurred on Highland Park on Oct. 4.

The Oct. 4 incident lead to the arrest of Riley B. Mayer, who pled guilty to assault in December, and the arrest of Terrance Falk in December.

There is a warrant out for Nathan's arrest.

Det. Eric Hill said there is no apparent direct connection to the April 9 hit-and-run that led to the arrest of Devon Wright last night, but that the individuals involved in both incidents know each other and there have been ongoing disputes.

Devon Wright, 18, of Batavia, has been arrested in connection with a hit-and-run accident on Highland Park the night of April 8 that sent one person to the hospital.

Wright allegedly resisted arrest and damaged property at Batavia PD headquarters after being taken into custody following a traffic stop last night.

Investigators say that Wright intentionally drove a silver sedan into the victim and then fled the scene leaving the car in the front yard of a residence on Highland Park.

He is charged with: attempted assault, 1st; resisting arrest; obstructing governmental administration, 2nd; criminal mischief, 4th; criminal nuisance, 2nd; and harassment, 2nd.

Judge David Saleh in an electronic arraignment to maintain social distancing ordered Wright held on $10,000 cash bail, $20,000 bond, or $50,000 partially secured bond. His return date to Batavia City Court is May 18 at 1 p.m.

Minor League Baseball appears to be ready to accept a deal with MLB, Baseball America reports, that would eliminate 42 franchises and wipe out short-season Single-A baseball, ending an 81-year history of the New York Penn League that began in Batavia.

With a pandemic threatening the 2020 baseball season, Dwyer Stadium may have hosted its last professional baseball game on Sept. 6, 2019.

We don't know yet, of course. If there is 2020 baseball, the new deal -- which BA indicates isn't final yet -- wouldn't take effect until 2021.

There's no indication in the article how team owners would be compensated for the loss of their properties. The Batavia Muckdogs are owned by the NYPL but the Genesee County Baseball Club, a community group, and the Rochester Red Wings still have a financial stake in the team.

There were three new positive tests for COVID-19 reported in Genesee County since yesterday and six people who previously tested positive have been moved out of mandatory isolation, making the current total of active cases 69 and the total recovered cases 59.

There have been 130 positive tests in Genesee County since the pandemic reached our community.

The Veterans Administration also reported today two additional positive cases among staff at the VA Hospital in Batavia but there have been no new positive patients since the first two were reported last week.

There is no change in the count of positive cases, 45, at the Buffalo Federal Detention Center since yesterday.

The Health Department reports administering 710 tests so far, with 580 coming back negative.

Two people were injured in an accident at about 10:30 p.m., Monday, in the area of 5875 Ellicott Street Road, Bethany.

One of the people injured was transported to Strong Memorial Hospital by Mercy Flight.

One person was transported to UMMC by ground ambulance.

The names of the drivers, according to an NYSP blotter entry, were Harold P. Gage, 77, of Le Roy, and William W. Berkemeier, 51, of Pavilion.

We don't know the name of the person transported by Mercy Flight. The State Police have not released further information about the accident.

Of the 45 detainees in the Buffalo Federal Detention Center who have tested positive for COVID-19 so far, only three are symptomatic, according to a source familiar with the situation.

The source, who asked we not use his name because he's not an authorized spokesperson for ICE, said all 45 detainees who are positive were living in the same pod when three detainees -- two from New York City and one from the NYS prison system -- were transferred into the facility.

The facility staff, he said, suspected the new arrivals were positive for COVID-19.  

Given the close proximity of living arrangements detainees are considered vulnerable; ICE was able to get all detainees in the affected pod tested.

A pod can hold as many as 72 detainees. 

The original pod now has 29 people in it who tested positive, and 20 more are alone in another POD. There are four people included in the two pods whose tests were inconclusive so they're being kept in isolation for the 14-day quarantine period. 

The spike in positives at the facility had more to do with the testing lab releasing a batch of results on the same day than a sudden outbreak of the disease.

Currently, there are 319 detainees in the facility. The peak capacity of the facility is 650 detainees.

Many members of the staff are not ICE employees but work for contractors. The source said only two staff members have tested positive and both are, last he heard, asymptomatic. 

Only a limited number of new transfers are entering the facility.

According to the source, at the start of the novel coronavirus outbreak, the director of the facility, Thomas Feeley, ordered regular, thorough cleaning, including wiping down door handles with bleach every hour.

"Every time you turn around," the source said, "you smell bleach."

There is medical staff on duty inside the facility 24/7 and posters have been placed in the facility to inform detainees about COVID-19 and how to protect themselves.  

So far, about 20 percent of the detainees have been tested, the source said. 

At the start of the coronavirus outbreak, detainees who were over age 60, had underlying medical conditions that made them vulnerable, but were not convicted of a serious crime such as murder or rape, were released from custody, the source said.

"Nobody was released who was a threat to society," he said.

Immigration and Customs Enforcement is now reporting that a total of 45 detainees at the Buffalo Federal Detention Facility have tested positive for COVID-19.

As recently as Saturday, there were only 13 reported cases.

While ICE has stated previous detainees who tested positive were isolated and contract tracing was undertaken and that all CDC guidelines have been followed, there has been no information released that might explain the sudden spike in cases.

The Genesee and Orleans County Health Departments have received one more COVID-19 cases. Orleans has one new case and Genesee has zero. Contact tracing has been initiated.

There are 30 new positive tests for COVID-19 reported in Genesee County, with 29 of them among detainees at the Buffalo Federal Detention Facility. 

On Thursday, there were only 11 reported cases at the facility, with one added on Friday and one on reported by ICE this morning, but ICE has not yet released an update to include the apparent 27 additional cases (we are seeking an update from the ICE spokesman).

There have now been 122 positive tests reported in Genesee County since the start of the pandemic. The Health Department has not released an updated count for the number of current active cases and number of recovered patients.

As of this morning, ICE was reporting 20 detainees infected at the Richwood Correctional Center in Monroe, La., now the next highest number of positive cases at more than two dozen facilities in the U.S. that house immigration detainees.

This story will be updated if more information becomes available.

Joseph D. Harlan, 48, of Wood Street, Batavia, is charged with third-degree assault. Harlan was arrested at 7:15 p.m. April 4 on Wood Street after an incident where he allegedly struck another person during an altercation. He was arraigned in Batavia City Court and released on his own recognizance. He is due back in city court May 14. The case was handled by Batavia Police Officer Peter Flanagan, assisted by Officer Adam Tucker.

O.V. Murphy, 61, of Highland Park, Batavia, is charged with: second-degree burglary; attempted assault in the second degree; menacing in the second degree; and criminal possession of a weapon in the third degree. The defendant was arrested at 9:35 p.m. on April 10 after an investigation into an incident that occurred in a residence on Highland Park. Murphy allegedly entered another person's room and threatened a person with a knife. Murphy was arraigned via Skype at Batavia City Court and put in jail. He is due to make a court appearance on May 21. The case was handled by Batavia Police Officer Sean Wilson, assisted by Officer Jordan McGinnis.

O.V. Murphy, 61, of Highland Park, Batavia, is charged with two counts of second-degree criminal contempt. At 3:24 a.m. on April 12, Murphy was arrested for allegedly violating two stay away orders of protection following a complaint at a residence on Highland Park. The defendant was issued an appearance ticket and is due in Batavia City Court on June 2. The case was handled by Batavia Police Officer Jordan McGinnis, assisted by Officer Sean Wilson.

Michael L. Williams, 40, of State Street, Batavia, is charged with first-degree criminal contempt. Williams was arrested at midnight April 7 at an apartment on State Street. His arrest followed a domestic violence investigation. He was released on an appearance ticket for Batavia City Court and is due there May 26. The case was handled by Batavia Police Officer Sean Wilson.

Hezekiah Nathaniel Burch, 18, of Hutchins Place, Batavia, is charged with menacing and criminal possession of a weapon. Burch was arrested at 4:52 p.m. on April 12 after an incident on State Street, Batavia, wherein he allegedly used a stun gun in an attempt to intimidate another person. He was issued an appearance ticket and is due in Batavia City Court on May 19. The case was handled by Batavia Police Officer Stephen Quider, assisted by Officer Peter Post.

Christopher P. Thomas, 38, of Dellinger Avenue, Batavia, is charged with disorderly conduct. He was arrested at 4:52 p.m. on April 12 on State Street, Batavia, after an incident wherein Batavia Police allege they observed him engaged in a physical fight. Thomas was issued an appearance ticket for Batavia City Court and is due there May 26. The case was handled by Batavia Police Officer Stephen Quider, assisted by Sgt. Dan Coffey.

With 11 new cases in two days, Genesee County has now seen a total 92 positive tests since the start of the outbreak -- and that only covers the symptomatic people who have been tested because there are certainly others who haven't been tested -- we don't have a good handle on community spread of the novel coronavirus locally.

Public Health Director Paul Pettit said today that he takes some comfort that the number of active cases in Genesee County has remained relatively flat. It's at 45 today, lower than the 50 of a few days ago but he acknowledged it's still too early to tell if we've reached our apex.

Forty-five people have recovered, there are 105 people in mandatory quarantine but four of today's five new cases were not previously under quarantine. 

That means, Pettit noted today, that community spread is still prevalent and not isolated to a few known hotspots.

This week, there has been a lot of talk about "opening up the economy" again soon, so given what we know about the spread of the disease in Genesee County, we asked Pettit his thoughts on that thorny policy question. His answer is in the video clip above. For the full briefing today, click here.

Clayton R. Baylor, 23, of Batavia (no address provided), is charged with driving while ability impaired by drugs and possession of a weapon in the fourth degree. He was arrested after a traffic stop on Route 19 in the Town of Middlebury April 11. Baylor was driving a vehicle which had fled the scene of an attempted burglary in the Village of Warsaw. Wyoming County Sheriff's Deputies stopped it and allegedly found Baylor in possession of a "blackjack" weapon. He also allegedly performed poorly on field sobriety testing. Baylor was processed at the Wyoming County Sheriff's Office, then turned over to the Warsaw Police Department.

Mark Allen Knickerbocker, 22, West Main Street, Byron, is charged with petit larceny. At 6:48 p.m. on April 15, Knickerbocker was arrested at the Crosby's gas station and convenience store on Clinton Street Road in Batavia. It is alleged that he stole a box of candy valued at $48. He was released on an appearance ticket and is due in Batavia Town Court on June 11. The case was handled by Genesee County Sheriff's Deputy Chad Cummings.
