Darien Lake opens 2013 with greater emphasis on family and WNY

Darien Lake Theme Park is getting back to basics -- entertaining families and celebrating its Western New York roots.

Symbolic of that theme was the grand opening today of the 2013 season with a ceremony honoring Paul Snyder, the founder of Darien Lake Fun Country, which was primarily a campground until 1981, when Snyder opened an amusement park.

Snyder, now owner of Beaver Hollow in Java, said he wanted to create a family-oriented atmosphere and he's glad to see Darien's current owners, Herschend Family Entertainment, putting more emphasis on family rides and attractions.

"They've turned it back into a family-oriented resort," Snyder (top photo) said. "I think when Six Flags owned it, they made it kind of a hard-ride park for teenagers and young adults. It was different and harder and I think (the present ownership) has done of good job of turning it back into a family-oriented park. They've done a good job."

New this year is an area called Boardwalk, which features a renovated carousal and Blast Off, a brand new ride that General Manager Bob Montgomery called a "family thrill ride."  It simulates the feeling of "riding a rocket ship to the moon," generating four Gs of air-powered force.

Also new this year is an Anchor Bar food stand, which fits into a growing trend at Darien Lake to feature things that make WNY special. The original Anchor Bar in Buffalo, of course, is where buffalo wings were invented.

The park also serves two other WNY delicacies, Perry's ice cream and Sahlen's hot dogs.

Local music will also get a little extra attention this summer with local bands being invited in for a summer-long battle of the bands.

One of the upgrades to the carousal was decorating it with paintings of WNY scenes (two photographs by Howard Owens were turned into paintings for the carousel -- a picture of a barn in Stafford and a sunrise over Harlow Lake (pictures below).

All of Herschend's parks feature regional themes, Montgomery said, but it's also what the company's research showed people wanted as part of the Darien experience.

Even our Canadian visitors, they're coming to a different country and they wanted an experience that reflected that," Montgomery said. "That's why we began the relationship with Anchor Bar. That's going to be appreciated by our local visitors, but by the people that come from further away as well."

The park's light show has also been upgraded into a bigger laser and fireworks show called "Ignite the Night."

The creation of Broadwalk, installation of Blast Off and creation of "Ignite the Night" was a lot to take on over the off-season, Montgomery said, so the push toward more WNY touches is far from over. There's only so much that can be done during a single off-season.

"You'll see that more and more as we make our way around the park with renovations, bringing those things in," Montgomery said.

Snyder is clearly proud of what the park he started as become and said it's something Genesee County should treasure.

"Darien Lake is the largest privately owned attraction in the State of New York," Snyder said. "A lot of people don't know that, the fact that it employs thousands of young people every year and that employment probably helps keep those kids working and out of trouble -- there's just so many benefits that flow from the investment of hundreds of millions of dollars at this point, it's unique and special."

GCEDC announces public information session

Genesee County Economic Development Center (GCEDC) officials will hold a public information session on June 4 from 7 to 9 p.m. at the MedTech Center Building, located across from Genesee Community College (GCC) in Room 214. GCEDC officials are encouraging residents to attend the meeting to learn more about how the GCEDC fosters economic development in Genesee County.

Mark Masse, senior vice president of operations for GCEDC, will provide an overview of the organization, the incentives they offer, and how a potential company can be attracted to our community. A question and answer period will follow the presentation.

“This is a great opportunity for residents as well as local businesses to learn more about  how our organization enhances economic growth in Genesee County,” Masse said.

GCEDC paving way for possible medical device technology company at Med-Tech

Genesee County Economic Development Center is trying to get initial permitting completed on a proposed expansion of the Upstate Med-Tech Center on R. Stephen Hawley Drive just in case a specific medical device technology company wants to lease the space.

Mark Masse, VP of operations for GCEDC, told the County Planning Board on Thursday that a contractor has a potential leasee and is in negotiations now. Getting certain regulatory hurdles cleared now would help the process.

"If they reach an agreement, the potential leasee is working on a tight time frame," Masse said.

Masse doesn't know yet how many new jobs could be created by the company.

"They haven't gone before the board yet for incentives from us," Masse said. "More information would be available at that point in time, if it gets to that point."

The planning board unanimously approved site plan review for proposed 60,000-square-foot facility.

The board also unanimously approved a site plan review for a proposed 60,000-square-foot cold storage facility at the Genesee Valley Agri-Business Park.

Masse said GCEDC still owns the property the unnamed company is considering for the facility and sales negotiations are ongoing.

That company also has yet to come to the GCEDC board seeking incentives, so Masse doesn't know yet how many new jobs will be created by the facility.

In other board action:

  • Did not approve variances for applicants to operate a gift and hobby shop on Knowlesville Road, Alabama, and a country store on Tesnow Road, Alabama. The board encouraged the applicants to seek a zoning change with the town rather than get a variance to existing zoning.
  • Approved a special use permit for a home welding business at 7460 Alleghany Road, Alabama.
  • Declared that a proposed boarding house at 316 E. Main St., Batavia, isn't subject to county planning review. Owner Terry Platt is looking to convert a single-family home into a 12-room boarding house.
  • Approved subdivision and site plan review for 7,015-square-foot building to house a gun store, laser engraving business and indoor shooting range at 8240 Buffalo Road, Bergen.
  • Approved site plan review to rebuild a fabrication business at 1606 Broadway Road, Darien.
  • Approved, with modifications, a site plan review and area variance for a new Dollar General at 111 N. Main St., Oakfield.
  • Approved a site plan review for conversion of a former restaurant and apartment complex at 6309 Clinton Street Road, Stafford, into a four two-bedroom apartment and a single one-bedroom apartment complex.

Some business property owners shocked by re-assessment, but process is flexible, city says

For the first time since 2005, Batavia's commercial property owners are getting their parcels re-assessed and the effort has been greeted with some decidedly mixed reviews.

With some property owners being told their initial re-assessment shows an increase in value of 55 percent to 400 percent -- adding $70,000 or $95,000 or $120,000 per parcel -- there is a bit of a sticker shock.

Re-assessing commercial property when it hasn't been done for eight years isn't an easy process, explained Rhonda Saulsbury, the city's assessor. There are a number of factors to consider and the initial re-assessment is sometimes based, admittedly, on incomplete information.

That makes it important for property owners to help fill in the blanks for the assessor's office.

"The goal here is to keep property values as fair as possible citywide," Saulsbury said in an e-mail. "Without going through this process (after 8 years) that wouldn’t be possible. I have also reduced a great number of assessments citywide resulting from the same methodologies. I do not hesitate to make an adjustment down when given reasonable information to substantiate the change in value.

"Until someone reaches out to me with an issue," she added, "I can’t fix it."

Local property owners have confirmed that after responding to the initial re-assessment letter to the city and providing more evidence about the status of their buildings, Saulsbury has adjusted, and even rescinded the increase in value.

One local businessman with at least two commercial properties downtown was actually notified that the value of one property was reduced. He didn't complain about that re-assessment.

Another property owner said his assessment only increased 10 percent.

So while some property owners are being hit hard, the impact isn't uniform.

The criteria for reassessment is almost an endless list, Saulsbury said, and includes location, property use, rentable space, income generated, building updates, additions, demolitions and deferred maintenance.

The assessor, from just looking at the building, can't know all of these details, which is why property owner feedback is an important part of the process.

If a property value increases substantially, she said, the assessor's office believes there's a reason for it -- such as a former warehouse being converted to office space, but it's still important for a property owner to clarify any concerns.

City Manager Jason Molino said the process is intended to be one in which property owners provide feedback on the assessment.

"Review procedure and phone numbers are included in the notices sent to property owners that receive a change in their assessment, as we encourage an open door policy to anyone with a question or concern," Molino said.

The Wellness Center at the YMCA is getting an equipment upgrade today with 14 new pieces of equipment, including stair steppers, virtual bikes and treadmills.

The cost of the new equipment is about $60,000.

Tim Horton's proposal highlights growing traffic problem at Lewiston and West Main

Town of Batavia Highway Superintendent Tom Lichtenthal and engineer Joey Neth spent an hour on the rooftop of the Rite Aid overlooking Lewiston Road and videotaped the traffic flow, or lack of it.

The resulting highlight reel, played for the Town of Batavia Planning Board on Tuesday night, captured eight near-miss accidents, two dangerous maneuvers by drivers, five unsafe mid-road crossings by pedestrians and two bicycle crossings.

An hour observing West Main Street Road near Colonial Boulevard didn't yield much better results.

For the Lewiston Road side, the driveway for Rite Aid and the driveway for the Tops Plaza, essentially create an intersection, and over the past three years, there have been seven accidents at that intersection.

That's seven times the state DOT average, Lichtenthal said.

"What's going on here is we have so many conflict points, when you look at this intersection; you've got cars merging here; you've got a wide open driveway where one makes a right turn and one makes a left turn; you've got pedestrians trying to cross in the middle of traffic, plus cars coming off the Main Street intersection, and you're looking at all of these things coming together right here, and that's why you get so many of these types of accidents," Lichtenthal said.

The traffic study was conducted because Tim Horton's wants to build a new store behind the Rite Aid, that would connect, essentially, Lewiston with Main.

The overall traffic Tim Horton's is likely to generate isn't that significant by itself -- an average of 50 to 60 cars an hour, with 60 percent of Tim Horton's traffic occurring in a three-hour period in the morning.

Technically, the road capacity in the area, can handle the volume, Lichtenthal said, but the construction of the multiple turning lanes and intersections in the area make for very messy traffic patterns.

It's a situation that's only going to get worse with the expansion of Batavia Towne Center and Batavia Downs.

Lichtenthal said that, unfortunately, it's a classic case of the last one (in this case, Tim Horton's) getting stuck dealing with the problem.

Matthew J. Oates (photo), chief engineer for Benderson Development Co. took a different view.

The combined retail space for Tops Plaza, Rite Aid and the other retail in the area is more than 220,000 square feet, while the Benderson development is less than 20,000 square feet.

He said just as the DOT did when problems got too bad on Jefferson Road and Ridge Road in Rochester, the growing traffic problems on Lewiston and West Main are a DOT issue and shouldn't hold up development of Tim Horton's.

"I understand the town sees a large issue with the traffic, but without the traffic, we wouldn't have the interest in the development and without the traffic, Tim Horton's wouldn't be coming here, so one follows the other," Oates said.

Lichtenthal pointed out that the DOT is out of money and the Feds aren't sending highway grants down the pipeline any longer to help with local traffic issues.

"The DOT is now looking back and the towns and saying, 'you let this development happen without looking at the repercussions on the roadways. Now you expect us to fix it, ' " Lichtenthal said, "and they're telling the towns, 'you fix it.' "

The environmental review process was extended by consent of the planning board and Benderson in order to see if a solution can be found, or plan developed, to deal with the growing traffic issues.

Tim Horton's is just one step along the way, Lichtenthal said.

"These are baby steps," Lichtenthal said. "You take these baby steps and add them together and it's a big step and then what do you do?"

Last week, the Geness County Economic Development Center Board approved $1.7 million in tax breaks for COR Development to add four more retail spaces to the Batavia Towne Center in the location of the former Lowe's store.

NY is Open for Business

"ALBANY, N.Y. (AP) - Chief Executive magazine ranks New York as the49th worst state for business in the opinion of CEOs questioned. The ninth annual survey of CEOs blamed New York's high taxes, bureaucracy and a regulatory system that is difficult to navigate. The CEOs ranked New York just better than California. Most larger states with strong labor unions faired poorly in the rankings. CEOs liked Texas most for the ninth straight year, followed by Florida, North Carolina, Tennessee and Indiana. The ranking comes as New York Gov. Andrew Cuomo is continuing a "New York Open for Business" campaign with TV ads that say the Empire State is now far more welcoming of business and employers. A Cuomo spokesman notes the state is now at its highest work force size ever."

Development pipeline for Town of Batavia getting crowded

It will be another summer of new commercial development in the Town of Batavia, with three  projects already up for Planning Board review, and that doesn't include the expansion project at Batavia Towne Center.

  • GCEDC/GGLDC is planning a second two-story building at the Upstate Med-Tech Center on R. Stephen Hawley Drive, across from GCC. The complex will be 60,000 square feet and be planned for industrial, research and office space.
  • An as-yet-undisclosed company is planning a 60,000 square foot cold storage facility at the Genesee Valley Agri-Business Park. It will be on 10 acres adjacent Alpina's plant and serve Alpina's cold storage needs. The facility require a 42-foot high silo, which is seven feet higher than allowed under current code without a variance.
  • A local man is planning a plant that will digest waste from yogurt production -- about 70 percent of the milk product from making yogurt becomes waste -- into products that can be used for other needs or converted into energy.

All three projects will be discussed at the planning board's meeting May 21.

Applications for COR's conversion of the former Lowe's location into four retail spaces hasn't reach the town yet.

There's also the housing development off Seven Springs Road that's still going through the planning process.

UMMC receives surgical care award

On April 29, 2013, Univera Healthcare presented United Memorial with an award recognizing the greatest improvement in Surgical Care Improvement Project (SCIP) Measures for the 2012 Hospital Performance Incentive Program (HPIP) Measurement period for the Western New York region. Daniel Ireland, COO and VP of Support Services accepted the award on behalf of United Memorial at the annual HPIP Quality Forum.

The Surgical Care Improvement Project (SCIP) is a national quality partnership of organizations interested in improving surgical care by significantly reducing surgical complications.

United Memorial was selected for this prestigious award out of participating HPIP hospitals in Western New York because it improved its Surgical Quality of Care Composite score from 91.53% to 95.87%. The composite measures the organization’s effectiveness in implementing eight evidence based measures in Surgical Care Improvement. Such measures include use of Beta-Blocker therapy during surgery when indicated; use of preventative antibiotics in a timely manner and discontinuance of those antibiotics at the appropriate time; urinary catheter removal promptly following surgery (within the first two days from the date of surgery); use of venous thromboembolism prevention strategies on all surgical patients when indicated; and others.

United Memorial increased this composite score over a period of one year through multiple strategies including physician engagement, staff education, and standardization of clinical practices. This award follows closely on the opening of the new Surgical Center in 2011 which provided state-of-the-art surgical facilities and processes to the Genesee County region.

Child care center opening at Robert Morris

UMMC recognizes volunteers at annual awards dinner

United Memorial Medical Center held a dinner on May 2, 2013 at Bohn’s restaurant to recognize volunteer service within the organization. Their gifts of time were spent filing records in Human Resources, assisting visitors, comforting family members waiting for a loved one in surgery, stuffing envelopes in the Foundation, helping patients on Hope Haven, serving coffee at the refreshment kiosks at the Hospital and at the Jerome Center, and helping someone choose just the right item in the gift shop.

Their dedication and compassion assists United Memorial in caring for patients and visitors every day. Volunteers are part of our team and part of our UMMC family. We depend on them and turn to them when we need a helping hand with a daily task or need their input on a large project.

Each year, United Memorial and our auxiliaries, the UMMC League and St. Jerome Guild, Inc. honor volunteers who have reached milestones in the cumulative number of hours they have volunteered. This year Guild members Priscilla Dirisio, Jean Havens and Rosemarie Monachino received pins commemorating 100 hours of service. Debbie Pellegrino, Marge Rimmer, Judy Thrasher, and Fran Wigton were honored for 1,000 hours; Betty Luperino received her 2,000 hour pin; and Mary Grace Demarse was honored for 3,000 hours.

Dorothy Baker, the 2011 Genesee County Health and Humanitarian honoree, received her 20,000 hour pin; the equivalent of more than 10 years of full time employment. Dorothy volunteers at the Jerome Center Gift Shop and Refreshment Kiosk and organizes the annual poinsettia and spring flower sales.

League members who were honored include Kathy Hoerbelt and Norma Meyers for 300 hours; Lil Irrera and Carol Smith for 500 hours; Anne Barone and Tim Weatherbee received pins for 700 hours; Doris Lindebauer reached the 1,000 hour milestone; Kay Benton the 1,500 hour; and Linda Pembroke, 3,500.

Augustine Fleming, has volunteered at United Memorial’s Hope Haven unit for over 7,000 hours. Her dedicated volunteer hours to patients recovering from addiction would equal nearly four years of full time employment.

Last year, 79 individuals volunteered 14,689 hours to United Memorial; over 20 months of time compressed into one year.   United Memorial measures the time they have donated since their true gifts of compassion, empathy and care they each bring to the lives of our patients, visitors and colleagues is immeasurable.

Resturant owner Mike Bohn passes at age 70

Longtime local restaurant owner Mike Bohn, 70, died Wednesday following a brief illness.

Bohn operated Bohn's on Clinton Street since 1985.

Calling hours will be Sunday from 2 until 7 p.m. at Bohm, Smith Calarco Funeral Home in Batavia. A Mass of Christian Burial will be held Monday at 10 a.m. at St. Mary’s Church.

Collins proposes payroll tax deferral for small businesses with new employees

Congressman Chris Collins (NY-27) pushed the Main Street Revival Act (H.R. 952) in Batavia today. The bipartisan legislation will help promote economic growth and fill vacancies along America’s main streets. Collins is the lead Republican cosponsor of the legislation in the House.

“If Washington is serious about getting our economy back on track, we need to get serious about supporting American small business,” Collins said. “Encouraging and incentivizing new small businesses, particularly in struggling areas, will be critical to rebuilding our economy and this legislation does just that.”

The Main Street Revival Act would allow a small business to defer payment of payroll taxes for one year after it hires its first employee. The taxes will be paid back in equal installments over the subsequent four years. The deferment would hopefully provide meaningful relief to a new small business, or one which is just at the beginning stages of growth, which is traditionally a hard time for my small business owners.

“The ability to defer payroll taxes for one year may be just enough of a break to help a new small business owner hire one more person or purchase a new piece of equipment,” said Collins. “This legislation represents the practical, commonsense solutions Washington needs to take to nurture small business development, create jobs, and spur real economic development in our communities.”

To encourage growth in hard-hit areas, the legislation provides the tax deferral incentive to businesses located in a Historically Underutilized Business Zone (HUBZones) as defined by the Small Business Administration. In NY-27, sections of Batavia, Depew, Lancaster, Lockport, Medina, and Livingston County are designated as HUBZones.

The bill is also limited to true small businesses, those which expect to hire no more than 25 people during the year period for which payroll taxes can be deferred. Lastly, the H.R. 952 makes clear that nothing in the bill will reduce the Social Security or Medicare trust funds.

Collins was joined by Genesee County Chamber of Commerce President Lynn Freeman who praised the legislation.

Collins is partnering with Congressman Eric Swalwell, Democrat of California, on the legislation. “Good ideas that help our small businesses know no political party,” Swalwell said. “I welcome Rep. Collins of New York as the lead Republican cosponsor of the Main Street Revival Act. This bill was inspired by walking the Main Streets of my district and talking with business owners – Republicans and Democrats – about ways the federal government can help them get off the ground, hire employees and succeed. This is sensible legislation to speed up local economic development in the neighborhoods that need it most.”

GCEDC board passes tax breaks for COR Development unanimously

All five members of the Genesee County Economic Development Center Board present for today's meeting voted yes on $1.8 million in tax breaks for COR Development to help the Syracuse-based company bring national retailers, such as Dick's Sporting Goods, to Batavia.

Legislator Shelly Stein, who sits on the GCEDC board, praised COR for all it's done for local schools and the community by generating new tax revenue.

While she said she agrees with much of what speakers said at Tuesday's public hearing on the proposed abatements, particularly about the current state of affairs in New York, she considered the proposed development a "great win for the county, the town and the city." 

New York's high tax rates, she said, makes such incentives necessary.

"I thank you for bringing this project forward," she said to COR VP Joseph B. Gerardi. "That 18 million of investment, and not asking for that PILOT to restart at zero and start at 40 percent, makes a lot of sense for us."

Board Member Jim Vincent said that clearly the public doesn't understand what GCEDC does.

"The public comments signify that we've still got a way to go to convince the populace of Genesee County about what we do and why we do it," Vincent said. "I appreciate projects like this coming forward because in my opinion just the sales-tax factor alone adds an annuity to reduce the tax burden on every business, farm and family that resides in Genesee County."

No other board members spoke.

After the vote, GCEDC CEO Steve Hyde thanked the board for approving the project.

"Just to remind everybody that inside the resolution, the predominate finding was that this was a unique facility project to meet the retail restrictions under the law," Hyde said. "This is the only 36-acre major shopping center inside this entire county. As the law states, this is the opportunity to bring more, varied shopping offerings and services to the community and without this particular project, as the law states, the availability of these broader services and offerings would not be readily accessible to the residents of the community.

"Hence, that was really the underlying basis of the retail restriction and the request for the board to consider, because at the end of the day, we're trying to attract large-scale, tech-driven manufacturing here. ... The last thing you want to do is have a large, empty building while we're showing our community."

John L. Rizzo and Mary Ann E. Wiater were not present at today's meeting.

Voting yes were Stein, Vincent, Charlie Cook, Wolcott T. Hinchey and John F. Andrews.

COR estimates that the four possible tenants -- which COR has previously confirmed includes Dick's Sporting Goods -- will generate more than $16 million in annual gross sales and the four tenants will likely invest $11 million to get their stores open.

After the meeting, walking down the hall, we tried to ask Gerardi why $1.7 million in tax breaks are necessary when the revenue estimates and total capital investment indicates there is market demand for the project. He said questions needed to be directed tomorrow to the company's CEO, Steve Aiello, and made a sharp left turn into the men's room.

Aiello has not previously returned calls nor answered e-mails from The Batavian.

Roger Parkhurst provided Rep. Chris Collins with a tour of the Alpina Foods plant in the Genesee Valley Agri-Business Park today.

Parkhurst, left, gave Collins, who sits on the House Agriculture Committee, an overview of Alpina's history, the Greek yogurt market in the United States and the process Alpina uses to make yogurt locally.

The plant started production in October and Parkhurst said the operation has already grown to what it projected for its second year of business. There are 55 permanent employees with Alpina locally, and to help meet production demands, the plant uses up to 100 temporary employees at times.

There are already plans on the drawing board to expand the plant.

Goodwill opens its first thrift store in Genesee County

Goodwill Industries opened its first thrift store in Genesee County this morning, and the store was immediately a big hit with long lines of bargain hunters at the cash registers.

The location is 4152 W. Main St., Batavia, in the Valu Plaza.

The store is open Monday through Friday, 9:30 a.m. to 8 p.m. and Saturday, 9 a.m. to 6 p.m. and Sunday from noon to 5 p.m.

The new store also serves as a donation center.

Tax breaks for reuse of Lowe's space essential, argues COR Development VP

Syracuse-based COR Development is planning four retail spaces for the south end of Batavia Towne Center, VP Joseph B. Gerardi said at a public hearing Tuesday night, and to fill those spaces, COR needs more than $1 million in tax abatements.

Filling those spaces is "better for all the tenants in the center," Gerardi said.

"It would provide a diverse shopping experience so tenants can help attract other tenants to the shopping center," Gerardi said.

Without the tax incentives, the four potential companies -- which Gerardi said could generate $1 million in local sales tax revenue -- may not come to Batavia.

Even though the four businesses would generate $16 million in gross sales, going by Gerardi's sales tax estimate, Batavia isn't an attractive enough market without the tax breaks.

And even though the four potential businesses would spend, on top of the $7 million COR would invest in the project, $11 million before the first cash register recorded the first sale, Batavia is too marginal a market to attract these retailers, Gerardi said.

Gerardi (top photo) refused to talk with reporters to clarify these points following the public hearing.

COR's plan is to convert the former Lowe's location from 138,000 square feet of retail space into 170,000 square feet of retail space.

In previous media reports, COR CEO Steven F. Aiello has said COR doesn't need to lease out the Lowe's space because Lowe's is obligated to another 15 years of rental payments, but Gerardi argued Tuesday that the proposed expansion is critical to Batavia Towne Center's viability.

"The dark store is not, in our opinion, a good reflection on the center and it's not a good reflection on the community," Gerardi said.

The one retailer COR has confirmed as a potential tenant is Dick's Sporting Goods.

In 2012, according to the company's annual report, Dick's generated $5.8 billion in annual sales and achieved a net profit of $291 million, or an average of $405,000 in net profit for each of its 518 locations. On average, gross sales of $11.2 million per store.

Two of Dick's locations are in shopping centers in Webster and Clay developed by COR without the kind of tax breaks COR is seeking in Genesee County.

A group of about a half dozen local Libertarians spoke at the public hearing, arguing that tax breaks for COR would benefit national chains at the expense of existing competitors.

"I believe your intentions are good, but I find fault in your logic," Jim Rosenbeck said (second inset photo). "The reality is you can't give money to one business without disadvantaging its competitors. You are picking winners and losers and that is simply wrong."

Current state law prohibits tax incentives to develop retail outlets, unless the local IDA -- in this case Genesee County Economic Development Center -- can find that the retail center will attract tourists (defined in the law as people who travel from outside the IDA's jurisdiction) and the stores will fill a need not yet met by existing retail.

Gerardi said Batavia Towne Center does attract shoppers from outside Genesee County and the stores in the center do offer goods and services not previously available in Batavia.

Phill Ricci (top inset photo) took issue with the idea that Batavia Towne Center could be considered a tourist destination.

"Hotels are not filling to the rafters because we have a Target," Ricci said. "Little Jimmy doesn't dream about seeing his favorite animi characters in the halls of Bed Bath & Beyond. To attempt to justify it as a tourist destination is hollow at best and laughable at worst."

COR initially received a promise of $4.6 million in tax abatements to build Batavia Towne Center with the promise of creating 297 full-time equivalent jobs. Gerardi said the development peaked in at 277 FTEs before Lowe's closed.

Rosenbeck said it was as if GCEDC helped COR build a new house and now COR wants more money to remodel it.

Gerardi said the four new stores would create 100 FTE jobs.

Elba resident Fred Read said that's just what they are -- FTEs, not real full-time jobs, but jobs with low pay and few benefits.

"They're not the kind of jobs that are going to keep young people here," Read said.

None of the speakers supported COR receiving another round of tax incentives for the project.

A letter from local business owner Jerry Arena was read into the record. Arena, who owns Jerry Arena's Pizza and Ten Cent Millionaire Tavern, said he opposes tax incentives for national retailers.

"Independent small businesses in Batavia are an endangered species and offer much more quality of life and stability to a community that many of us will ever realize," Arena wrote.

The GCEDC board will vote on the proposed tax incentive package for COR at its regular meeting Thursday. The public portion of the meeting is expected to begin at 4:40 p.m.. The board meets at the Med-Tech Center on R. Stephen Hawley Drive, Batavia.

Believe it or not, first crop of locally grown strawberries arrives this week

Wouldn't it be great to eat a juicy, sweet, fresh locally grown strawberry right about now?

You may think that's impossible, but thanks to Pudgie Riner, owner of Triple P Farms in Oakfield, starting Wednesday, you will be able to buy locally grown fresh strawberries at Harrington's Produce Stand at 5282 Clinton Street Road, Batavia.

Always an innovator looking for new ideas, Riner found a picture online of a farmer in Denmark growing strawberries from hanging baskets in a hothouse and he realized he could do locally and get strawberries out to market weeks ahead of other local farmers.

"The concern is, if we say we've got fresh strawberries from New York, nobody going to believe us," Riner said. "These really are grown right here. They're not from Florida.They're not from California. They're grown right here in New York and the same varieties that are grown locally and people are used to eating from the ground, but these are grown in a basket."

The 5,000 plants are two years old and should produce 5,000 quarts of strawberries, Riner said.

Peak harvest will be within 10 days, which is a little earlier than Riner wanted, but he'll learn from this year's growing cycle and push it back a bit next year.

He partnered with Andy Harrington (left, above) to bring the strawberries to market because the Harrington family has such a good reputation for locally grown produce.

"I decided that knowing his business, he is the right guy to sell them," Riner said. "I could sell them in my own place, Pudgie's, but I don't have the reputation of being in the produce business, so that would be one more hurdle."

Harrington's on Clinton Street opens Wednesday. The family's Oakfield location, 7550 Lewiston Road, opens in June.

It was an easy decision to take on Pudgie's berries, Harrington said. It gives him more stock early in the spring and, "they're fresh and they taste great."

Another garbage company entering the Batavia market, offering totes

Mark Smith sees a business opportunity in Batavia: To provide local residents with a garbage service that includes totes.

Smith is owner of Nu Way, an Arcade-based company that already has residential and commercial clients in Genesee County.

When Smith learned none of the companies that will start offering trash service in the City of Batavia will offer totes, Smith thought, "I can do that."

Starting June 1, when the Genesee ARC contract expires, the local trash market becomes open to competition.

The tote is optional. Nu Way will also offer bag pick-up.

The price for bag service is $22 month for five 30-gallon bags a week. The tote price is the $22 basic fee plus $4.50 a month. The service includes one bulk item per week.

Totes are 90 gallons, but a smaller tote can be requested.

Totes are also available for recyclables.

New pizza shop will have a familiar sounding name and familiar looking face

With a new name and a new logo, Paul Berardini is just about back in the pizza business.

Berardini unveiled the new look on Facebook last night.

It's been three months since Pauly's Pizza closed, but after lining up his brother as his new business partner, securing the lease for the Ellicott Street restaurant, as well as getting new equipment, Berardini anticipates opening the doors on Big Pauly's May 13.

"I'm happy to get back to making pizza in my hometown," Berardini said. "This is where I'm from and this is where I want to do business."

Pauly's ran into a little trouble with its expansion into Clarence and Berardini's partner needed to pull out. 

At the same time, Berardini had some health issues to deal with. He said he's healthy now and ready to start tossing pizza dough again.

The menu will change only slightly, with some items that didn't sell that well getting trimmed, but all of the recipes, the sauce, the dough, the wings and the chicken fingers will all be the same.

And many of Berardini's employees will return, he said.
