Today's Poll: Do you support the proposed county budget?

By Howard B. Owens
Thomas Mooney

Cuts should be should be from all departments at a certain percentage to all . The Serrifs department should not be exempt . We have duplicate services , City , County , State all patrol the roads with mant overlaping . We need to get more for less with these officers . I have never seen any officer overworked in this county . They work harder at getting overtime than doing the job on regular hours

What happened to the Metro type police force that was talked about...Do they need a study...Overlapping police agency's are a big driver of taxes... $142,098,429 budget for a county of this size,58,000 people on top of all the other layers of government taxation seems very high...What controls are in place to stop these increases in spending on the budget...When they say there are going to cut 21 jobs does that mean they were over staffed to begin with...What will they do next year..You would think with all these new company's and jobs that the GCEDC are creating every year with their PILOT programs we would be taking in more tax revenue every year....Also why wasn't the question do you support the increase in the budget a simple yes or no...How about do you support the 5 dollar raise in car registration ... That is also part of the tax increase...Why didn't they just fold that into the tax rate...We are allready taxed for the county roads when we buy gas for our cars and trucks...The county also gets state tax dollars to help with the roads....

Mark,
I can understand your concern about overstaffing, but a blanket percentage cut from each department could lead to chaos.
I'd like to see a list of "non essential" personnel. You know, the ones who don't have to report in the event of a bad snowstorm.
If they are 'non essential' then perhaps that is where the cuts should start.

"You would think with all these new company's and jobs that the GCEDC are creating every year with their PILOT programs we would be taking in more tax revenue every year."

Have I missed something? Are all the private businesses set up by the GCEDC under PILOT?
Why is a commercial concern paying in lieu of taxes? If this is right then Mark has every right to be upset.

How can anybody be upset over PILOT?

" ... with their PILOT programs we would be taking in more tax revenue every year ..."

Is a statement devoid of any factual content.

Howard how is that statement devoid of any factual content...Point being with all the
PILOT programs ,the assign money to be paid in taxes ,you would think the county would be a wash in money ...Since that is how most of any new companys the GCEDC helps out pay property tax....Just was saying with all these GCEDC success storys they keep telling all about ...Was not upset about the program just wondering with all that PILOT money why would they even have a budget issue....

Have I missed something? Are all the private businesses set up by the GCEDC under PILOT?Yes Bea quite a few,,,That LOWES plaza that is under the Pilot program...The Alpina is under the Pilot ..I always thought PILOT was more for non profits that move into an area.........

Howard you are also the one who thinks we should all be happy when are assessment go up...To me that statement was devoid of any factual content..

Bea,
As far as I know, there are no non essential employees with the county. I work for the county and in our employee handbook it states the "the county does not close" the ice storm that we had five years ago when I could not get out of my driveway I had to take a personal day. ( I am not complaining, as some people in the county were able to make it to work). First and foremost I have to think of my safety and my family. Me being on the road does not help the police, fire depts, or the ambulances.
I wonder why Legislatures have not taken a cut. I do not think it is right that they are able to receive the county's Health Insurance when they are part-time workers and if they do not take the insurance they get the buyback of $2500. No other part-time employee in the county is able to get that.
I also wonder why the County spent $20,000 on a study to see who was eligible to have the county's insurance. I wonder how many of the (I am not sure) 700 employees were scamming the system.
I also blame this fiscal mess on the Legislatures for not being fiscally responsible for how many years by not raising taxes(I own 2 homes in the County so I have to pay taxes as well). I would tend to think if taxes had been raised at some point along the years in a moderate rate it might have helped this situation. I don't want to pay any more than I have too,but I would expect it. Did not the City of Batavia go through this sort of mess a few years ago and had a double digit raise?
And the GCEDC what a joke that is, lets create more business parks to be vacant( I live in Alabama).
Bea, sorry I spouted off on your comment,
Have a Great Day!

Barbara,
You are on the money. At a candidate "meet and greet", today at 400 Towers, John Deleo who is running for the county Legislature against Frank Ferrando in the City 1st and 6th Wards, stated that if elected he will call for a 10% pay cut for legislators and an end to their getting health insurance while being part time.

Mr. Deleo said that when you are voting to lay people off from work, you must take cuts yourself.

I was in town this week and it was nice to see all the John Deleo signs out. John is a great guy and would do a fantastic job on the Legislature.
