Well there is a balance to be struck, its not so important to have as many bases in europe as we have now. It also could be balanced with naval groups posted outside of hotspots as well. That still could effectively cover the "rough spots" while cutting costs.
I dont understand the correlation of Rochester City Cops moving to the suburbs, that really doesn't relate to the military base question.
With the speed with wich we can mobilize and set up I dont see how reducing our overseas bases relinquishes our superpower status. We still have the people, the military tech and arsenal to defend ourselves and deploy if the need arises.
My support for it is admittedly selfish, the Niagara Falls Air Show is hands down the best free, family friendly entertainment in western New York and probably much farther.

Why are we still in Europe? Are we protecting Luxembourg from Holland? Maybe you missed it, but WW II has been over for awhile and the USSR is now gone. They can take care of themselfs if they really want to, but why should they if we will pay to take care of them with money borrowed from China. Does that make sense?
You could make an argument for keeping them there if Europe paid 100% of the cost, but they will not.
There are some bases in Europe that should be gone, that I agree, but forward positioning is not just about NATO and the Old Soviet Union.

We still need key bases overseas if not for anything else, for essential logistic terminals. The fact is it is much cheaper to pre position than it is to build up in time of crisis.
As an example, the first Gulf War in 91, we were able to build up forces so rapidily when Iraq invbaded Kuwait not because of we brought from the states, but because we had equipment prepositioned in Europe and Duiego Garcia in the indian ocean. The equipment arrived in days to Saudi Arabia and we flew troops to the equipment rather than moving entire divisions.
