If you want to keep the City Police, don't build a new facility that will take any new property off the tax rolls. The current location is already off the tax rolls.
Keep the police as close to the center of the City as possible.
If you move the police, make sure you have a plan for the old building.
Personally, if we keep the current police department, I would remodel the current building or add on to the fire department, depending on cost.

Move the BPD to City Centre
Move the BPD to City Centre Mall. There is a lot of unused space and it is centally locate in the Down Town Area.
