Maybe he is just trying to fill the void left in Batavia, while a certain notorious young lady is on vacation for the next year and a half.... He may be just starting another 6 year reign of terror....
Dare i ask, why are the police responding? This is not illegal in any way? His privates are covered, so yeah...... Would they also respond to a man in a speedo walking down the street, because it amounts to the same thing. I mean ffs how prude are people.
Police don't respond just because it might be a crime or not. They also respond for the person's own safety. You have to admit, with the little we know, it has the appearance of strange behavior. Is there some mental state that might cause him to wander into traffic, for example? Or maybe it was all innocent fun, but who knows if it isn't checked out.
The right call has been made here. He could be mentally ill, disorientated, or just plain drunk. They might prevent him from hurting himself or others.
But, if none of the above, fine. The police can say "have a nice day" and leave
