Genesee County DSS directors provide updates for those needing to access various programs

The Genesee County Department of Social Services is ready, willing and able to meet residents’ needs through a variety of programs despite travel limitations created by the COVID-19 Pandemic.

That was the message conveyed by Carla Mindler, director of financial services, and Peter Antonucci, coordinator of child support enforcement, during Thursday’s “Genesee Connects” video public service announcement.

Genesee County DSS is open during its regular hours, 8:30 a.m. to 5 p.m. Monday through Friday, and those in need of services are encouraged to call for assistance or utilize a number of helpful websites to get answers to there questions, Mindler and Antonucci said, noting that all department employees are wearing masks as a precautionary measure.

Mindler said employees in her department, which deal with benefits such as SNAP, HEAP, Medicaid and child care, can conduct telephone interviews, even for temporary and emergency assistance.

“The face-to-face interview has been waived by the state … and the eligibility has not changed – income, resources, residences, those remain the same,” she said, adding that if people want to come into the DSS building on East Main Street Road arrangements for in-house phone conversations would be made.

She said New York State has given DSS “flexibility as far as processing the applications that we get … as everyone is having a rough time right now getting documentation.”

“If you’re having a hard time getting this information, please reach out to us because if we have sent a request to you and we hear nothing, potentially your application will be denied,” she said. “If you are having a hard time, please reach out and we will do all we can to get you the information.”

She also advised that DSS will accept fax copies and has set up a drop box for paperwork outside the lobby that is checked several times each day. Additionally, paper applications for all programs (a requirement for temporary or emergency assistance) are available on a table just inside the main entrance.

Mindler highlighted some the programs that she oversees:

SNAP (Supplemental Nutrition Assistance Program)

People can apply online at www.mybenefits.ny.gov or by filling out a paper application.

Mindler said New York State put a COVID-19 emergency allotment in place for those who had an open SNAP case who were paid benefits in March and April, with additional benefits provided up to the maximum amount.

“The state has also extended some cases,” she said. “If someone was due to be recertified in March, April, May, they’ve extended those out a few months, which has helped us greatly with our processing because we had a huge influx of new SNAP applications. This allowed us to work on the new applications and not worry so much on (existing cases).”

HEAP (Home Energy Assistance Program)

Mindler said the program was scheduled to end on April 24 but has been extended to June 30, with a third emergency benefit added on.

“Both regular and emergency benefit components are now extended,” she said, again noting that people can apply at www.mybenefits.ny.gov.

Temporary assistance and emergency assistance

“In general, we have to have a face-to-face interview but that is waived right now,” Mindler said. “As long as you have an application we will call you for an interview but you still have to have documentation (paper applications).”

She said applications are online, at the DSS lobby or can be mailed to people who call DSS.

Medicaid

The majority of people for Medicaid, since it is run by New York State, will have to apply through the marketplace, she said, although cases where age, blindness or disability are involved can be handled locally.

“You can call our office to see where you should apply, but we do not have access to case status or application status for cases that apply through the NY State of Health (www.nystateofhealth.ny.gov),” she said.

Mindler reported that for those who had open Medicaid cases on March 18, at the outset of the virus, “most of those cases (per state directives) have been extended (by) 12 months, regardless of the type of coverage you had.”

Child care

Child care is a subsidized program and applications are being taken over the phone, she said.

“We do not have a wait list right now; you can call and just ask for the child care worker and she can explain the program to you, and send an application,” she said.

Mindler said that due to COVID-19, DSS has applied and been approved for a waiver "to waive the family share for child care at this time and also to get an extension on requirements for certification." For more about child care, the phone number is (585) 344-2580, ext. 6423.

As far as child support is concerned, Antonucci said the county office is “committed to ensure the quality of service and response to your needs continue.”

"We are continuing to go through all of our daily reports, correspondence that comes in is being reviewed and answered, and work activity that needs to be done is done in a timely manner so it doesn’t delay any child support payments,” he said.

Antonucci said that child support payments still being applied daily at the processing center in Albany and disbursed out to families, and that all enforcement remedies other than being able to file something with Family Court are being done.

“Income executions are going out to employers, employers are complying with them and sending the payments in and, in turn, they are being released out to the family,” he said.

www.co.genesee.ny.us  – By going to the Social Services page, people can find a credit card payment option – by clicking on a link to www. govpaynow.com. “This has been approved locally and we, locally, submit the payment to the state to be processed, which ends up as a quicker way to get it applied to the account and out to the family,” Antonucci said.

“It’s a great way of getting a hold of us,” he said, “and if you can’t through that way, you can always call the DSS number -- 585-344-2580 -- and you’ll be connected with an operator, and ask to talk to your child support investigator.”

All 49 detainees who tested positive for COVID-19 at detention center expected to be in 'recovered' category by Saturday

Genesee County's active case count for people who have tested positive for COVID-19 should go down dramatically on Saturday when all 49 detainees at the Buffalo Federal Detention Center who were placed in mandatory isolation are declared recovered.

Only three detainees have been symptomatic.  

"This is a huge win for us," said a source from the facility who spoke on the condition we not use his name because he's not authorized to speak in behalf of Immigration and Customs Enforcement.

The source previously told The Batavian that staff at the center took an aggressive approach toward the novel coronavirus as soon as the pandemic became an issue. There is an ongoing effort to keep the facility sanitized including wiping down every door handle with bleach every hour.

It's possible three detainees, two from New York City and one from State Corrections, brought the disease into the facility, the source said previously.

If things go as expected, by Saturday there will be no positive COVID-19 cases at the center.

Ten days ago, The Batavian reported that only three of the 45 detainees who tested positive for COVID-19 were symptomatic. The next day, ICE added four more detainees to the positive list. None of the symptomatic detainees required hospitalization according to the source. There have been no more positive tests at the facility over the past week.

College-bound seniors' 'Decision Day' at GCC evolves into 'Visit Year'

As if graduating high school during a global pandemic isn't hard enough, thousands if not millions of high school seniors have another struggle before them. What to do next?

Tomorrow, May 1st, is often referred to as "Decision Day" for college-bound seniors who must decide what college or university they will attend in the fall. On the eve of that all-important day, I would like to ease some of the stress and strain by suggesting a very viable alternative that is affordable, safe and within reach of millions of young Americans -- the community college "Visit Year."

Given these uncertain times, many seniors and their families are considering a "gap year" that typically involves waiting a year before investing the time and resources for full-time college enrollment. Genesee County families among WNY beneficiaries of Piffard dairy farmer's largesse

At a time when many Americans are facing unprecedented hardships as a result of the COVID-19 outbreak, Kirsty Northrop, owner of Lawnel Farms in Piffard, is working to provide nutritious dairy products to those in need.

“With so many members of our community in need of food assistance, I feel passionately that we come together to support our neighbors,” Northrop said. "It is hard for food banks and community organizations to provide dairy in food assistance programs. By bringing together many groups we were able to do just that.”

Currently, some dairy processors have capacity to produce dairy products as a result of surplus milk due to the declines in foodservice. Northrop, through a partnership with her cooperative, Dairy Farmers of America, and her alma mater, Cornell University, was able to secure approximately 5,800 half gallons of fluid milk to be distributed throughout Livingston, Wyoming and Genesee counties.

“As a dairy cooperative owned by family farmers across the country, we are dedicated to helping provide nutritious food for family tables,” said Jennifer Huson, senior director Marketing, Council Affairs and Industry Relations for DFA Northeast.

“We are very excited to partner with DFA to produce fluid milk for donations to foodbanks. We have already worked closely with foodbanks in the Ithaca areas to donate products made at the Cornell dairy plant to them” says Professor Martin Wiedmann from Cornell University, who currently helps coordinate activities at the Cornell Dairy plant.

“There are feeding programs throughout Livingston, Wyoming and Genesee counties distributing food to families in need, but unfortunately many of them do not include any dairy,”  Northrop said.

To assist with distribution, Chicago-based Coyote Logistics covered the transportation costs and leveraged their carrier network to move the shipment of packaged milk from Cornell University to various drop-off points throughout Livingston, Wyoming and Genesee counties.

“We are proud to support this cause in order to get dairy products into the hands of those who need them most,” said Jason Knight, sales manager at Coyote Logistics.

Livingston County would like to thank Kirsty Northrop, Dairy Farmers of America, and Cornell University for the wonderful donation of milk to add to our distribution sites.” Angela Ellis, deputy county administrator.

“As a multigenerational farm, our family has always been community conscious and in a time like this, what better time to share a little of what we do with our neighbors and friends.” Northrop said.

No new positive COVID-19 cases in Genesee County since yesterday

    • One individual is in their 50s, two individuals are in their 60s, and one individual is in their 90s.
    • One of the total positive cases was considered a non-county resident, but the health department was notified that positive is part of our count. The individual was followed in the county they are currently in. The person has since recovered. 
    • One of the previous positive cases has recovered and has been released from mandatory isolation.
    • Five of the total active positive cases are hospitalized.

CPA: Town deemed financially fit to take on pandemic-related decrease in revenue

The Town of Batavia has the financial strength and stability to weather the inevitable loss of income brought on by the COVID-19 pandemic, according to the certified public accountant assigned to review the municipality’s books.

Reporting during a Town Board work session on Wednesday, Laura L. Landers, MPA, CPA, director of government services practice for Freed Maxick, said that the Town has “adequate assets … to absorb” a blow to its balance sheet.

“Management believes that tax revenues will be lower in 2020 than anticipated in the adopted 2020 budget,” she said, “but they’ve also assessed the financial condition and the potential impact on revenues, and it has been determined that the town has adequate assets of fund balances to absorb this potential decrease in revenues.”

The work session was conducted via the Zoom videoconferencing service.

Landers said that the Town, at the close of 2019, had unrestricted net funds of $9.8 million and a general fund balance of $6.6 million, with $5.4 million of that in the unassigned category.

Favorable percentages realized

“That unassigned equates to about 138 percent of expenditures versus the prior year when it was 140 percent, and total fund balance of a little over $6.6 million is 171 percent of expenditures versus 164 percent in the prior year,” she said.

She also noted that the Town has set aside a bit more than $1 million to balance the 2020 budget, a prudent move in light of the prospect that sales tax revenues will decrease.

“Unlike years past, I don’t see (sales tax increasing) in 2020. And even in 2019, where the general fund ended up with an excess of revenues over expenditures of about $983,000, I don’t see that’s going to happen (in 2020),” she said. “There may be some surplus; we’re going to have to wait and see where sales tax comes in.”

Landers also predicted that New York State would withhold most or all of the Video Lottery Terminal funds generated by Batavia Downs Gaming. In 2019, the Town received $160,000 from the VLTs.

Other pertinent financial figures:

-- On the revenue side, sales tax came in about $492,000 over budget in 2019, an increase of about $140,000 from 2018.

-- The Town received about $302,000 from state sources -- Revenue sharing, $29,000; VLT, $160,000; CHIPS (highway improvement grant), $58,000; and records management grant, $55,000 for records management grant.

-- General fund reserves are $130,000, with $56,000 for park improvement and $73,000 for economic development.

-- General fund revenues were $4.8 million and expenditures were $2.9 million, prior to the transfer of $942,000 to the highway/townwide fund.

-- The highway/townwide fund had a surplus of $129,000 in 2019 compared to $335,000 in 2018, and the highway/townwide capital reserve fund balance was close to $760,000.

Landers said that both the water and sewer funds ended 2019 with more revenues than expenditures, with water at $725,000 and sewer at $386,000. The unreserved fund balance for the water fund was at $1.7 million and for the sewer fund was at $2.1 million.

Tapping into fund balances is possible

“Overall, the Town as it stands at 12/31/19 has good fund balances and has built up its fund balances, but I see that – depending upon economic recovery – some of those fund balances are going to be utilized in 2020 because of the decrease that I see in state funding … and sales tax,” Landers said, adding that the financial statement referenced the impact of the coronavirus.

She said a single audit was conducted since the Town spent more than $750,000 (actually $1 million) in federal funds for highway planning and construction.

“The result of that audit we did not note any significant or material weaknesses in the internal control over financial reporting or compliance, or on compliance related to the federal programs that were tested,” she said.

On a separate management report, Landers said she found “one minor control deficiency” connected to utilities reporting, but no significant deficiencies or material weaknesses related to the operation of the Town or as a result of any audit procedures that were conducted.

First quarter investment review

Town Supervisor Gregory Post followed Landers’ presentation by reviewing the Town’s 2020 first quarter investment report prepared by the three+one investment consulting firm of Pittsford.

Per the report, the Town had an average of $9.8 million invested into certificates of deposits, ending the period at $10.8 million. This is up from the last period average invested of $9.1 million.

In the past 12 months, the Town has earned $176,625 in interest, with $29,674 being earned in the first three months of 2020. A key factor in the amount of interest earned is the Town’s policy of locking in CD rates for various periods of time, the report indicated.

The Town received five-star ratings from three+one in terms of percent of funds invested, liquidity proficiency and effective interest rates earned.

It fell just short of five stars in cash flow optimization, with a recommendation to use more electronic payments, and in investment policy, with a recommendation to update the list of allowable investments, including using pooled investment services.

'Well-positioned’ going forward

Post said he is encouraged by the Town’s financial standing.

“You can see that we’ve grown our cash position substantially in the last couple of quarters, and are well-positioned to meet the pandemic crisis financial concerns,” he said.

“That return on investment, coupled with not spending money appropriated for the design and construction management of the Town Hall expansion, should keep us in pretty good fiscal shape throughout this year and well into next year – even with as much as a 35 percent loss in sales tax revenue and no anticipated increase in property taxes.”

Post also addressed the “repopulating” of Town Hall, saying that the plan is “to bring back one or two staff members at a time as needed to get everybody in the building and inspection departments in as they need to be.”

He said health department officials have indicated they will be monitoring businesses and agencies in two-week intervals to watch for any medical problems that might arise.

  • Swabbing and antibody testing is becoming increasingly available in the WNY region. If you are experiencing symptoms, contact your primary care provider and they will determine if testing is right for you. If the counties receive an increase in swabbing supplies and the protocol for testing is changed, we will notify the public. The Health Departments are not providing public swabbing due to lack of supplies. For more information on testing click here.

USDA provides details on the Farmers to Families Box Food Program

WASHINGTON, D.C. -- On Monday,  the U.S. Department of Agriculture (USDA) Agricultural Marketing Service (AMS), in conjunction with the Food and Nutrition Service (FNS) and the Office of Partnerships and Public Engagement (OPPE), published Frequently Asked Questions for nonprofit organizations seeking to receive food through the Farmers to Families Food Box Program.

On April 17, U.S. Secretary of Agriculture Sonny Perdue announced the Coronavirus Food Assistance Program (CFAP). As part of this announcement Secretary Perdue also created the Farmers to Families Food Box Program.

Through this program USDA will partner with regional and local distributors, whose workforce has been significantly impacted by the closure of restaurants, hotels and other food service entities, to purchase up to $3 billion in fresh produce, dairy and meat products.

The program will begin with the procurement of an estimated $100 million per month in fresh fruits and vegetables, $100 million per month in a variety of dairy products and $100 million per month in meat products.

Participating distributors and wholesalers will then package a preapproved box of fresh produce, dairy and meat products for delivery to food banks, community and faith-based organizations and other nonprofits serving Americans in need.

Farmers' market treasurer provides information in response to City Council's queries

The treasurer of Genesee Country Farmers’ Market Inc., has responded quickly to the Batavia City Council’s request for more information about the organization as it looks to operate the market at the Alva Place parking lot beginning in June.

GCFM Treasurer Sharon Brent, of Schwab Farm Market in Gasport, sent an email to City Council this morning after being advised by Beth Kemp, director of the Batavia Downtown Business Improvement District, of issues that arose at Monday night’s Council meeting and were reported on The Batavian.

Brent wrote that she has been treasurer of the corporation for 15 years and uses the mailing address of P.O. Box 303, Gasport, NY, 14067 because that is the post office closest to her residence. She also said that the previous treasurer lived in Oakfield, and that’s why an Oakfield mailing address was listed.

She said all money collected from “stall rent” is used to pay a market manager, advertising, supplies, permits, postage and insurance.

Total income in 2018 was $28,526.65 and expenses were $27,406.32, leaving a net income of $1,120.33.

In 2019, the numbers were $25,857.05 and $25,946.05 for a net loss of $89.

“Any profits stay with the corporation and are used the next year for more advertising or other increased costs or saved for unknown expenses in the future,” she wrote, adding that the GCFM files IRS form 1120 each year.

Brent also pointed out changes in the operation of farmers’ markets this year due to the COVID-19 pandemic as issued by the state Department of Agriculture.

The current requirements are:

-- No forms of entertainment; no cooking demonstrations or sampling; no craft or non-food vendors, except soap or hand sanitizer; space out vendors as much as possible; minimize amount of food on display with customer access; increase the number of handwashing stations and make hand sanitizer available.

-- Manage customer traffic within the market to eliminate congregating and to promote social distancing. At this time masks must be worn by vendors and customers if social distancing cannot be kept.

-- Prepackage raw agricultural products such as apples, potatoes, onions, etc. to the extent possible. All baked goods must be prepackaged.

Brent wrote that board members are working on how to implement these guidelines and any changes that come.

The market is scheduled to be open on Tuesdays, Thursdays and Fridays from June 5 through Oct. 30.

City strategy focuses on different levels of economic downtown; Moore says no furloughs at this time

City Manager Martin Moore specified that the $40,000 sales tax loss referred to in the story is for the full fiscal year and only related to reductions caused by sales tax revenues directed to NYS hospital payments.

Without getting into specifics, City Manager Martin Moore tonight said he and departmental leaders are crafting a multilevel plan that “protects core services” and, hopefully, jobs while bracing for what could be jarring hits to the municipality’s bottom line in the coming weeks.

Speaking at Batavia City Council’s Zoom Videoconference Meeting, Moore said lessons he learned from previous economic slumps are guiding his approach to managing City income and expenses in this time of uncertainty fueled by the COVID-19 Pandemic.

“(This is) based on personal experience in dealing with oil boom and bust cycles, but it applies somewhat here,” Moore said. “That is to have the ideas and the things in place, so that when we see we’re going to hit certain revenue reductions, we’re not scrambling around figuring out what we’re going to do. We’re going to have it already laid out.”

Moore compared the current situation in Batavia (as well as Genesee County and its towns and villages) to “the last time that I went through a three-year time period at a previous location, where revenues went way down,” he said.

“We set up a four-stage at that particular incident, and we ended up in stage three of four,” he recalled. “That taught an important lesson that when you get a deep cycle type of downturn like we’re dealing with here … not just planning for what we have now but planning for what we could be looking at (if it goes to) B, C, D or E. We’re protecting our core services by doing it this way -- our core business services and our core services to the public.”

Moore said the “good news” is the City has received about $1.5 million in state Aids and Incentives to Municipalities funding thus far, with another $250,000 due in September. The bad news is that sales tax revenue is estimated to be down by about $40,000 “that was over and above the AIM aid reduction on the sales and use tax that goes to towns and villages.”

He also said the City’s immediate cash flow is in “pretty good shape,” payroll is being met and bills are being paid.

“With that said, we are still being cautious with our future purchases,” he said. “If something is going to happen, it needs to be paid for with grants; it needs to be paid for with donations. … We’re looking for cost savings.”

He also said there are no plans at this time to furlough or lay off employees.

“One question that has been asked quite often, is the City going to be furloughing or laying off any employees right now? Is there an announcement tonight? The answer is no,” he said. “We are taking a look at the part-time employees’ side. When do we need to start capping that? When would we need to start having conversations with union bodies if we got below a certain level of reduction (20-30 percent range)?”

Moore said he will be meeting (by videoconferencing) with department heads on Wednesday to discuss strategies at various levels of reduced revenue.

“If it looks like we’re going to hit a 15 percent revenue target reduction, we’ve got certain things we need to do. If we’ve got 30 percent reduction in revenue, there’s certain things we need to do,” he said, noting that he pledges complete transparency to Council and the public. He also said that planning for different scenarios now will help the City develop its budget for 2021-22.

Moore warned that all state aid is subject to being recalled by Gov. Andrew Cuomo, with the first of several decision-making dates set for the end of this month.

“So, we’re watching this week to see where the hammer, so to speak, is going to drop as far as holding back on aid to municipalities,” he said.

Council President Eugene Jankowski said he’s keeping his fingers crossed that the picture isn’t as bleak as some are predicting.

“I’m hoping their estimates are overzealous and that we’re going to be closer to even line than we are going to be in debt,” he said.

Richmond, Harvester road work projects move forward

In other action, as reported in a preview story on Saturday on The Batavian, Council discussed two resolutions pertaining to the rehabilitation of Richmond and Harvester avenues, scheduled for the summer of 2022 – an agreement with the State Department of Transportation to pay $358,900 for preliminary engineering, design and right-of-way incidentals and the procedure to select an engineering firm.

Following the brief discussion, the resolutions were forwarded to the May 11 Business Meeting for a formal vote.

Public Works Director Matt Worth said this is the “first step” in a $2 million, multifaceted process to fix the entire length of Harvester, and Richmond from State Street to Oak Street.

Richmond is the street “we get the most comments on as far as condition issues,” Worth said.

With the application of federal and state funding, the expense to the City would be slightly more than $102,000 – or about 5 percent of the total cost.

Worth said the City can not move the date of construction forward since funding is controlled by the federal government, but did mention, in response to a question from Council Member Robert Bialkowski, that City crews are ready to patch and repair “to hold the street together” until then.

“We have been waiting for the hot mix asphalt plants to open up, which they have, and we’ve been looking forward to days when it doesn’t rain all day,” Worth said. “Richmond Avenue will receive a more intensive patching or crack repair, if you will.”

Worth, in conjunction with the Moore, said he reduced the 50 percent (of the workforce) requirement and we are looking to reallocate the highway crew, and whether we bring that up or move that around to make it more efficient, that’s something we’re looking at right now.”

Jankowski said the state is giving municipalities “leeway” when it comes to getting highway and construction crews back to work.

As far as the project engineer is concerned, Worth did not disclose the name of firm that has been selected but did say that 10 companies responded and the pick will be shared with City Council prior to the next meeting.

Moore noted that the 10 who submitted bids were “high-quality firms hungry for the work.”

In other developments:

-- Council members agreed to table an application from Genesee Country Farmers Market to run the market this year on the parking lot at Alva Place and Bank Street after Bialkowski asked why documents submitted listed an Oakfield address and Schwab Farms of Gasport.

Beth Kemp, director of the Batavia Downtown Business Improvement District, said the BID supports the GCFM, which she said is “its own entity (operating) in collaboration with the BID.”

Kemp serves as secretary on the GCFM board and filled out the application for the farmers market, which is set to run on Tuesdays, Thursdays and Fridays from June 5 through Oct. 30.

The BID receives no revenue from the endeavor, Kemp said, adding that proceeds from vendor fees go to GCFM to cover the cost of running the market. She also said the GCFM recently hired a new market manager.

Jankowski picked it up from there, stating that the farmers market is using City property and that he “thought it (proceeds) were going to the BID.” He also asked if the GCFM was making a profit.

The discussion was put on hold until the May 11 meeting, with expectations of ironing out any issues prior to opening day.

-- Bialkowski also had questions about insurance coverage for the “Beertavia” event, a craft beer festival promoted by the BID that is scheduled for 2-6 p.m. on Aug. 8 at the same location.

“I’m not for it or against it, I just have concerns about liability,” he said, adding that the only way to full indemnify the City was to have all vendors submit a certificate of insurance listing the City of Batavia as an additional insured and showing dram shop coverage in order to serve alcohol.

Kemp said the BID applies for a one-day permit and holds its own liability insurance plus pays for an additional endorsement, plus each vender supplies a certificate of insurance listing the BID and the City of Batavia as additional insured.

She also said all of the brewers provide dram shop documentation.

“We have turned away vendors in the past” (that have not had proper insurance), she said. “We also put up perimeter fencing and provide additional security to check IDs.”

For first time, recovered COVID-19 cases exceed total active cases

  • Remember even though the numbers may be high at a specific location, the virus is still moving though our counties.   • Domestic violence: For New Yorkers in need of help or assistance, they can text (844) 997-2121 or can go to the new confidential online site to reach a professional at www.opdv.ny.gov The new text program and confidential online service will make it easier for victim who are isolated with their abusers to get help. Both the text and online service are staffed 24/7 by the Office for the Prevention of Domestic Violence Staff who are experts in the area of domestic violence.
  • Wearing masks and social distancing are paramount to preventing flare-ups and mini-outbreaks. Everyone needs to be compliant. Correctly wearing cloth masks is part of a multipronged approach to stop/slow the spread of COVID-19. We know wearing a face covering is inconvenient and uncomfortable, but it can limit transmission of respiratory germs. The mask traps the droplets before they spread into the environment. Remember wearing a face covering helps to protect others from your potential germs. "My mask protects you, and your mask protects me!"
    • The Health Department encourages stores and businesses to set guidelines that include not allowing patrons to enter if they are not wearing a face covering or wearing it correctly (covering the mouth and nose). Make sure proper signage noting your policy is visible to patrons.
    • As/When the state starts open up we all have to be diligent for quite some time to prevent the spread of this virus.
      • Continue frequent handwashing / hand sanitizing if soap and water are not available.
      • Continue frequent sanitizing / cleaning of shared surfaces.
      • Continue social distancing – staying 6 feet away from others.
      • Continue wearing face coverings – wearing face coverings correctly when out in public. The mouth and nose are to be covered and the face covering should be tucked under the chin. Wearing masks is a way of strengthening social distancing.
      • Stay HOME if you are sick! Do not go shopping. Do not go to work. Do not go visiting!
  • There is still no cure or vaccination available for COVID-19. Be alert to scams or home remedies. Contact your primary care provider if you have any symptoms and follow his/her instructions.
  • Swabbing is becoming increasingly available in the WNY region. If you are experiencing symptoms, contact your primary care provider and they will determine if testing is right for you. If the counties receive an increase in swabbing supplies and the protocol for testing is changed, we will notify the public.

Amid the ongoing COVID-19 pandemic, Governor Cuomo announced the results of phase two of the state's antibody testing survey. The preliminary results show 14.9 percent of the population have COVID-19 antibodies.
