Hunting changes announced for 2020-21 season at Iroquois National Wildlife Refuge

Iroquois National Wildlife Refuge (NWR) announces online permits for the youth waterfowl hunt and COVID-19 waterfowl blind draw procedures. Additionally, the Refuge announces the 2020 Final Hunting Plan for Iroquois NWR has been approved and awaits publication in the Federal Register.

The Iroquois NWR Youth Waterfowl Hunt remains the same except permitting will now be done online. Permits are available first-come, first-serve from Aug. 15 until Sept. 15. The permit is free, but space is limited to 15 participants this year.

You will receive your permit letter and Parental Consent Form upon checking out on RecAccess. 

The preseason waterfowl lottery draws will once again be on RecAccess. However, morning blind draws for the entire regular season will now be held at the Refuge Shop at 1101 Casey Road in Basom to ensure the safety of staff and the public during the COVID-19 pandemic.

Details of how we will safely proceed will be disseminated through our website, Facebook, and RecAccess as opening day approaches.

The 2020 Final Hunting Plan has been approved and posted on our website. This plan includes changes to the 2020-2021 hunt seasons on Iroquois NWR, including other migratory birds, small game, fall turkey, and the second session of the waterfowl season.

Once these changes are published in the Federal Register, we will be able to implement them. This will be reflected on our website and fact sheets as appropriate. Please continue to check our website periodically for updates.

Starting today, U.S. Census Bureau reps will be at Batavia Farmer's Market Thursdays and Fridays

U.S. Census Bureau representatives will be attending the Genesee Country Farmer's Market in Batavia on Thursdays and Fridays this month, starting today.

The outdoor public market is at Alva Place and Bank Street in the Downtown Batavia Business Improvement District.

The census reps will be there Thursdays from noon to 4 p.m. and on Fridays from noon to 5 p.m.

The aim is to help attendees complete their online census surveys. Outreach efforts like this have been given a new deadline, the end of September, a full month short of the normal census taking timetable.

They plan to schedule their attendance in September, too, but the days and times are not yet determined.

The 2020 Census can be completed by online, by phone, or mail with a U.S. Census form. For FAQs, click here. A complete census is taken every 10 years and is vital for a variety of reasons, not the least of which is determining government funding levels for the next decade.

The Genesee Country Farmer’s Market @ The Downtown Batavia Public Market opened for the season June 5th and the season ends Friday, Oct. 30th.

Regular market hours are 9 a.m. to 4 p.m. on Tuesdays and Thursdays, and 9 a.m. to 5 p.m. on Fridays.

In light of the current COVID-19 concerns, the Market has implemented enhanced public health guidelines to ensure the safety of Market customers and vendors. Social distancing is encouraged and the vendor stalls will be spaced accordingly. All customers and visitors of the market over the age of 2 years old must be wearing a mask to enter. 

The market participates in the SNAP (Supplemental Nutrition Assistance Program), DUFB (Double-Up Food Bucks), NYS FreshConnect, WIC (Special Supplemental Nutrition Program for Women, Infants, and Children) and Senior Farmer's Market Check programs.

Without federal aid, Town of Alabama looking at drastic cuts to services

Alabama Town Supervisor Robert Crossen acknowledged Monday night that he should already have a draft budget for town board members to review but given the uncertainty over revenue streams, he isn't quite ready to present a budget that could require drastic cuts to services.

There is some hope that Congress will pass a new stimulus bill that will include aid to local governments, all the way down to the town and village level.

If that happens, the town could get $100,000 in aid, and if the county and the other municipalities get proportional aid from the Federal government, it could give the County Legislature enough leeway to share sales tax with towns and villages.

The Town of Alabama's typical share has been $450,000.

"We're not a very big town so when you take out $450,000, that's a lot of money," Crossen said. "That's people. That's things we're not going to be able to do."

That could mean, Crossen told the board, eliminating a town justice, not paving roads, eliminating part-time employees.

It's likely the town will need to raise property taxes in excess of the state limit and in preparation of that anticipating increase, the town board unanimously approved tax cap override legislation Monday night.

Crossen said county officials have been as cooperative as they can be while trying to negate the current financial crisis -- brought on by the  global coronavirus pandemic.

"They have bent over backward to say we're under a lot of pressure here and we're going to work this out together with you guys," Crossen said.

USDA adds more CFAP commodities, extends deadline for farmers to apply

U.S. Secretary of Agriculture Sonny Perdue announced today that additional commodities are covered by the Coronavirus Food Assistance Program (CFAP) in response to public comments and data. Additionally, the U.S. Department of Agriculture (USDA) is extending the deadline to apply for the program to Sept. 11th, and producers with approved applications will receive their final payment.

After reviewing more than 1,700 responses, even more farmers and ranchers will have the opportunity for assistance to help keep operations afloat during these tough times.

“CFAP is just one of the many ways USDA is helping producers weather the impacts of the pandemic," Perdue said. "From deferring payments on loans to adding flexibilities to crop insurance and reporting deadlines, USDA has been leveraging many tools to help producers.” 

Background:

USDA collected comments and supporting data for consideration of additional commodities through June 22. The following additional commodities are now eligible for CFAP:

  • Specialty Crops -- aloe leaves, bananas, batatas, bok choy, carambola (star fruit), cherimoya, chervil (french parsley), citron, curry leaves, daikon, dates, dill, donqua (winter melon), dragon fruit (red pitaya), endive, escarole, filberts, frisee, horseradish, kohlrabi, kumquats, leeks, mamey sapote, maple sap (for maple syrup), mesculin mix, microgreens, nectarines, parsley, persimmons, plantains, pomegranates, pummelos, pumpkins, rutabagas, shallots, tangelos, turnips/celeriac, turmeric, upland/winter cress, water cress, yautia/malanga, and yuca/cassava.
  • Non-Specialty Crops and Livestock -- liquid eggs, frozen eggs and all sheep. Only lambs and yearlings (sheep less than two years old) were previously eligible. 
  • Aquaculture -- catfish, crawfish, largemouth bass and carp sold live as foodfish, hybrid striped bass, red drum, salmon, sturgeon, tilapia, trout, ornamental/tropical fish, and recreational sportfish.
  • Nursery Crops and Flowers -- nursery crops and cut flowers.

Other changes to CFAP include:

  • Seven commodities – onions (green), pistachios, peppermint, spearmint, walnuts and watermelons – are now eligible for Coronavirus Aid, Relief, and Economic Stability (CARES) Act funding for sales losses. Originally, these commodities were only eligible for payments on marketing adjustments.
  • Correcting payment rates for onions (green), pistachios, peppermint, spearmint, walnuts, and watermelons.

Additional details can be found in the Federal Register in the Notice of Funding Availability and Final Rule Correction and at www.farmers.gov/cfap.

Producers Who Have Applied:

To ensure availability of funding, producers with approved applications initially received 80 percent of their payments. The Farm Service Agency (FSA) will automatically issue the remaining 20 percent of the calculated payment to eligible producers. Going forward, producers who apply for CFAP will receive 100 percent of their total payment, not to exceed the payment limit, when their applications are approved.

Applying for CFAP:

Producers, especially those who have not worked with FSA previously, are recommended to call (877) 508-8364 to begin the application process. An FSA staff member can help producers start their application during the phone call. On farmers.gov/cfap, producers can:

  • Download the AD-3114 application form and manually complete the form to submit to their local USDA Service Center by mail, electronically or by hand delivery to their local office or office drop box. 
  • Complete the application form using the CFAP Application Generator and Payment Calculator. This Excel workbook allows customers to input information specific to their operation to determine estimated payments and populate the application form, which can be printed, then signed and submitted to their local USDA Service Center. 
  • If producers have login credentials known as eAuthentication, they can use the online CFAP Application Portal to certify eligible commodities online, digitally sign applications and submit directly to the local USDA Service Center.  

All other eligibility forms, such as those related to adjusted gross income and payment information, can be downloaded from farmers.gov/cfap. For existing FSA customers, these documents are likely already on file. 

All USDA Service Centers are open for business, including some that are open to visitors to conduct business in person by appointment only. All Service Center visitors wishing to conduct business with FSA, Natural Resources Conservation Service or any other Service Center agency should call ahead and schedule an appointment.

Service Centers that are open for appointments will prescreen visitors based on health concerns or recent travel, and visitors must adhere to social distancing guidelines. Visitors are also required to wear a face covering during their appointment. Our program delivery staff will be in the office, and they will be working with our producers in the office, by phone and using online tools. Oak Orchard Health offers ag workers hygiene kits as 'a gesture of support' for 'invisible population'

As part of National Health Center Week (Aug. 9 – 15), Tuesday highlights the importance of agricultural workers in our community and our commitment to providing them with the best of health care. 

“Agricultural workers in the U.S. have been called the ‘invisible population’ as they are socially and geographically isolated from the rest of society," said Mary Ann Pettibon, CEO, Oak Orchard Heath. "We want to recognize this population with gift bags of useful supplies and a cool drink to ease their otherwise extremely busy day.” 

Agricultural workers are also dealing with COVID-19 and we want to remind them of our commitment to help them with the Tuesday distribution of hygiene kits – a gesture of support.

Each kit contains hand sanitizer, toothbrushes, toothpaste, dental floss, soap, masks, digital thermometers, and a water bottle.

Extra work, extra pay -- Council approves $750 monthly stipends to three employees by a 7-2 vote

By a 7-2 vote Monday night, the Batavia City Council granted $750 monthly stipends to three City Hall employees who have been taking on additional responsibilities during the absence of an assistant city manager.

Acting City Manager Rachael Tabelski requested that Human Resource Specialist Dawn Fairbanks, Director of Finance Lisa Neary and Confidential Secretary Lisa Casey be compensated beyond their normal pay at that monthly rate until City Council fills the city manager and assistant city manager positions.

In a July 30 memo, Tabelski reported that all three have incurred an increased workload because they have been performing tasks originally assigned to the assistant city manager. Tabelski moved up from the assistant position to acting city manager following the June 20 departure of former City Manager Martin Moore.

Council members John Canale, Jeremy Karas, Paul Viele, Kathleen Briggs, Al McGinnis, Patti Pacino and Council President Eugene Jankowski Jr. voted in favor of the stipend, which would take effect retroactively to July 1, while Rose Mary Christian and Robert Bialkowski voted against it.

Canale summed up the majority’s feeling by saying that Council has been asking them to do part of the work of another office (assistant manager).

“That’s quite a job that Rachael stepped into,” he said. “I know as much as we want to keep an eye on how we spend taxpayer dollars, we also have to keep an eye on are we paying these employees the proper amount for the job they are doing?”

Jankowski agreed, noting that the trio has been doing two to three times the amount of work beyond their job descriptions. He also said that if they were union employees, they would be in a position to receive more pay.

“We’re trying to reward them for taking on additional responsibilities. It’s not like we’re using up the whole salary (of the vacant position),” he said. “It’s a small token for additional responsibility. I think it’s a valuable thing and a worthwhile thing … and it keeps us moving forward.”

Tabelski said they have been working long hours, including Saturdays, as they tackle key projects such as: the management and implementation of a $750,000 new Enterprise Resource Program solution for all software applications; a $390,000 information technology hardware project and Windows 10 upgrade; a fiber project to connect all city facilities to a fiber network; flood zone issues; and other internal and committee tasks.

Christian said she objected to the proposal due to the COVID-19 pandemic that has put the city in a projected “almost half a million dollars” shortfall, and that Fairbanks and Neary are salaried employees. Casey is an hourly employee.

She said she calls City Hall after 4:30 and gets an answering machine – to which Tabelski responded that the recording comes on at that time, but the employees are still on the job – and also brought up that they recently received a raise – Tabelski said it was 2.75 percent – in the new budget.

“I just can’t do this,” Christian said.

Bialkowski mentioned that Casey could put in for overtime and that Fairbanks and Neary are two of many salaried city employees.

“We have other employees who are salaried department heads and, boy, they work a lot more than 40 hours, and they don't come in and ask for extra money...,” he said. "When you sign onto a salaried job, it's whatever needs to be done."

Citing major unemployment, he said, “I just don’t support this.”

In other developments, Council:

  • Approved a one-year contract extension with Client First at a cost not to exceed $87,856 for external project management services and a contract with Systems East Inc., for a tax collection software package at a cost of $42,921 and for annual training at a cost of $6,240 in connection with the Enterprise Resource Planning software project.
  • Moved to its September Business meeting resolutions to accept four grants that will benefit the city fire department.

The grants are: a Federal Emergency Management Agency award for $68,880.95 for enhanced monitored fire and carbon monoxide alarm system at fire headquarters; sprinkler system and specialized water rescue training (with a 5-percent city match); a NYS Governor’s Traffic Safety Committee grant for $800 to purchase bicycle helmets; a similar grant for $3,200 to purchase child passenger safety seats; and a donation of $1,638 from FM Global Insurance Co. to purchase a new fire investigation camera and accessories.

  • Moved to the September Business meeting a resolution to solicit the lowest bid for lead services construction work on Swan and Hutchins streets – work that will require engineering expertise prior to the construction. The city previously received a grant for $554,112 to cover the replacement of lead services.

Public Works Director Matt Worth said bids will go out next week, with mid-November as the flexible cutoff for completion.

  • Approved a $189,462.75 contract with Sunshine Concrete Co. of North Tonawanda for the replacement of 3,150 linear feet of sidewalks, including handicap accessible ramps, on portions of Franklin and North Spruce streets and Roosevelt Avenue.
  • Forwarded to the September Business meeting a resolution to borrow up to $420,000 to buy a combination jet/vacuum truck for use in the city’s sanitary sewer system, water system, storm sewer system and highway maintenance operations.

Purchase of the 2019 demo unit with approximately 4,900 miles on it would replace a truck that has been in use since 1994 and has undergone multiple repairs, Tabelski said.

  • Authorized Jankowski to sign a contract with the Batavia City School District for a school resource officer for 2020-21.

Hawley invites citizens to provide input for Aug. 10 public hearing on NY nursing home deaths due to COVID-19

Assemblyman Steve Hawley is inviting all interested individuals from Upstate New York to register for the opportunity to have their testimony heard before the Senate and Assembly committees on Health, Aging, and Investigations regarding a loved one’s death in relation to the state’s nursing home crisis.

Each citizen who signs up will be allotted five minutes of speaking time, and is reminded that the proceedings are video recorded.

“Many New Yorkers have lost loved ones to the COVID pandemic, with nursing homes being particularly mishandled by state government,” Hawley said. “My staff and I drafted several letters trying to call attention to this issue before more lives were lost.

"It’s important that every New Yorker who feels comfortable sharing their stories at this event do so. It will provide an opportunity for your testimony to be heard before the state government directly. It won’t bring back anyone we’ve lost, but it will bring hope to the future for those who were left behind.”

Schumer: Amend hemp regulations and let budding industry take flight in Upstate NY

After successfully pushing for an extended comment period to allow Upstate New York hemp farmers to share their concerns with the final rule, U.S. Senator Charles E. Schumer today called on the United States Department of Agriculture (USDA) to delay the issuance of a U.S. Domestic Hemp Production Program final rule until 2022.

This will allow hemp growers and producers across the country and in Upstate New York to continue to operate under the 2014 Farm Bill pilot program regulations until that time. Schumer said with the economic devastation of the COVID-19 pandemic across all sectors, implementing additional regulations would crush the budding hemp industry.

“When it comes to an industry as promising as industrial hemp in Upstate New York, the feds must do everything they can to nurture its potential," Schumer said. "Regulating this rapidly emerging industry is a must, but the timing of new regulations is important and the current economic crisis must be considered.

"That’s why today I’m urging USDA to delay their issuance of a final rule until 2022 so the hemp industry across the country and in Upstate New York has a chance to grow and create good-paying jobs at a time when jobs are needed the most. Delaying new regulations will help pull New York along in the recovery process as the nation deals with the impacts of the pandemic.”

Allan Gandelman, president of New York Cannabis Growers and Processors Association said, “There are over 700 registered hemp farmers across New York who would be negatively affected by the USDA's Interim Final Rule on hemp. The costs and bureaucracy of implementing the new rules as written create unnecessary financial burdens on farmers and our state agencies.

"The existing hemp pilot program has been sufficient in making sure farmers are complaint with all testing and public safety protocols. We would like to see the pilot program extended until 2022 and the USDA modify the program to let hemp become a widespread agricultural commodity like Congress intended by the passage of the 2018 Farm Bill.”

Schumer explained, prior to the pandemic, the industrial hemp industry had begun to show significant growth in New York, adding a considerable number of good-paying jobs and bringing in significant revenue to the state, making it an indispensable crop in New York’s agricultural future.

Operating under the full benefits of the 2018 Farm Bill, hemp farmers have reported difficulty integrating the Interim Final Rules into their operations, Specifically, Schumer said, the cost of complying with the Rules has proven to be suffocating for the emerging industry.

Compliance costs for reporting alone would be $17,363.40 according to USDA calculations, and testing would add more than $700 per sample.

The senator said these costs are simply too high for the budding industry to shoulder at a time when New York and the entire country is experiencing an economic crisis. Additionally, Schumer noted, implementing the Interim Final Rules now, also requires states to alter their Pilot Program budgets to meet standards, something which states slammed with COVID-related issues simply cannot spare the time and resources for.

Schumer also pointed out in light of COVID concerns, the timing and testing outlined in the Interim Final Rules would likely push farmers to rush harvests and increase the number of people working in facilities at once, leading to higher risk of COVID transmission among workers.

The senator says that delaying implementation until January 2022 and allowing states to continue operating under the 2014 Farm Bill will address these issues, protecting both the hemp industry in New York and farm workers from potential COVID spread.

Batavia police will begin ticketing vehicles parked overnight on city streets Sept. 1

Effective Sept. 1, officers will begin ticketing vehicles parked overnight on City streets in accordance with section 178-13 of the City of Batavia Municipal Code:

§ 178-13 All-night parking.
The parking of vehicles is hereby prohibited on all highways within the City of Batavia between 2:00 a.m. and 6:00 a.m.

Officers have been and will continue to issue warnings during the month of August in an effort to remind residents of the enforcement. The practice of issuing overnight parking tickets had been suspended during the coronavirus pandemic.

If you have a hardship and need to park a vehicle in the street overnight due to driveway paving, construction or similar issue you may contact the dispatch center at 345-6350 and ask to speak with the on-duty supervisor to discuss the hardship. The U.S. Department of Agriculture’s (USDA) Risk Management Agency (RMA) today announced it will authorize Approved Insurance Providers (AIPs) to extend deadlines for premium and administrative fee payments, defer the resulting interest accrual and allow other flexibilities to help farmers, ranchers, and insurance providers due to the COVID-19 pandemic.

“USDA recognizes farmers and ranchers have been severely affected by the COVID-19 Pandemic this year and to help ease the burden on these folks, we are continuing to extend flexibility for producers,” said U.S. Secretary of Agriculture Sonny Perdue. “The flexibilities announced today support health and safety while also ensuring the Federal crop insurance program continues to serve as a vital risk management tool.”

Background:

Specifically, USDA is authorizing AIPs to provide policyholders additional time to pay premium and administrative fees and to waive accrual of interest to the earlier of 60 days after their scheduled payment due date or the termination date on policies with premium billing dates between August 1, 2020, and September 30, 2020. In addition, USDA is authorizing AIPs to provide up to an additional 60 days for policyholders to make payment and waive additional interest for Written Payment Agreements due between Aug. 1, 2020, and Sept. 30, 2020.

RMA is authorizing additional flexibilities due to coronavirus while continuing to support producers, working through AIPs to deliver services, including processing policies, claims and agreements. RMA staff are working with AIPs and other customers by phone, mail and electronically to continue supporting crop insurance coverage for producers. Farmers with crop insurance questions or needs should continue to contact their insurance agents about conducting business remotely (by telephone or email).
